Vice President Ma. Leonor “Leni” G. Robredo yesterday underscored the need for the shelter agencies to roll out community-driven housing projects that involve people’s participation.

Robredo, the  Duterte administration’s former housing czar, said that the People’s Plan, which was started by her late husband and former Interior Secretary Jesse Robredo, would address pressing land issues.

The plan empowers informal settlers, through a tripartite mechanism, involving government, urban poor and private landowners.

Settlers themselves work with the government and participate in “identifying, planning, designing and developing” of the shelter projects.

The Vice President, however, noted that the government should assume the role of dealing with landowners over its various housing projects for the urban poor and informal settler families (ISFs).

“It is because you are from the government, there is a moral ascendancy over the landowner. You may ask for concessions that can’t be asked by ordinary informal settler associations,” she said.

The former chair of Housing and Urban Development Coordinating Council (HUDCC) stressed that it is still the people who reach out to the owners of the land, where their houses would be built.
