
Dubai has launched the Dubai Resilience Centre, a new entity dedicated to strengthening the city’s ability to manage risks, emergencies, crises, and disasters. This initiative, established by a decree from Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, aims to position Dubai as a global leader in operational agility and crisis response.
Operating under the Supreme Committee of Crisis and Disaster Management, the Dubai Resilience Centre is endowed with the legal authority to implement necessary measures to prevent and address potential threats. Its primary objective is to ensure that Dubai can swiftly recover from various challenges through effective prevention and coordinated efforts with relevant authorities.
The Centre’s responsibilities encompass developing comprehensive resilience plans, policies, and strategies in collaboration with the Executive Committee of the Supreme Committee of Crisis and Disaster Management. It is tasked with measuring the success of these plans and submitting regular progress reports to the Supreme Committee. Additionally, the Centre will oversee a central operations platform for crisis management, fostering online connections with local authorities and building partnerships with specialized organizations at regional and international levels.
A key function of the Dubai Resilience Centre is to collect and analyze data to create forecasts, plans, and scenarios that can effectively address threats, risks, emergencies, crises, and disasters. This analytical approach aims to implement effective response strategies and propose initiatives and programs to raise awareness about the importance of crisis preparedness and optimal management methods. The Centre will also conduct simulations and scenario-based exercises to enhance crisis preparedness, documenting outcomes and submitting them to the Supreme Committee for approval.
The decree mandates that both government and private entities fully cooperate with the Centre by providing necessary support, data, information, documents, statistics, and studies it requests to carry out its tasks. This collaborative approach is designed to ensure a unified and efficient response to any potential crises.
The establishment of the Dubai Resilience Centre reflects Dubai’s commitment to proactive governance and its focus on future preparedness. The Centre will be led by an Executive Director appointed by the Chairman of The Executive Council of Dubai. Its mandate includes conducting key studies, sharing forecasts, analyzing data, and cooperating with a wide variety of local, regional, and international entities. Armed with this information, the authority will be better able to develop plans, use algorithms to formulate scenarios, and strategize contingency operations to enhance overall preparedness.
The decree also grants the Centre considerable administrative oversight, including the authority to annul any other legislation that conflicts with its provisions. This ensures that the Centre’s directives take precedence in matters related to crisis and disaster management, streamlining efforts and eliminating potential bureaucratic obstacles.
