ANGELES CITY, Philippines – The Philippine National Police (PNP) presented on Wednesday afternoon, April 26, Superintendent Rafael Dumlao III to the Regional Trial Court Branch 58 here, a day after the court issued a warrant of arrest against him in connection with two new criminal cases he is facing.
Judge Irineo Pangilinan Jr issued on Tuesday an arrest warrant against Dumlao for kidnapping and serious illegal detention for the abduction of Marissa Dawis-Morquicho, the house help of kidnapped and slain Korean businessman Jee Ick Joo, and for carnapping related to the taking of Jee’s sports utility vehicle when he was kidnapped from his home in Friendship Plaza Subdivision in this city on October 18, 2018.
Officers of the PNP-Anti-Kidnapping Group (AKG) returned the warrant of arrest to court and presented to Judge Pangilinan the former head of the Special Interdiction Office of the defunct PNP Anti-Illegal Drugs Group (AIDG). Dumlao was guarded by members of the PNP-Special Operations Unit.
The former AIDG official was recently included by the Department of Justice in its revised resolution on the kidnapping for ransom with homicide case of Jee Ick Joo after SPO3 Ricky Sta. Isabel implicated him in the kidnapping and murder of the Korean businessman.
Judge Pangilinan granted the motion of Dumlao’s legal counsel, lawyer Fermin Maylene Feraren to detain the police official in Camp Crame and defer his transfer to any detention or prison facility.
The judge ordered the AKG “to commit the person of accused Supt. Rafael P. Dumlao III aka (also known as) ‘Sir Dumlao’ to the PNP Custodial Center, Camp Crame, Quezon City.”
Pangilinan also ordered the issuance of subpoenas to Dumlao and SPO4 Roy Villegas, one of his co-accused in the kidnapping and serious illegal detention and carnapping cases, for them to appear for their arraignment on May 3, 2017.
The subpoenas will be coursed through the director of the AKG in Camp Crame.
Last April 19, Villegas failed to attend the scheduled arraignment for kidnapping-for-ransom with homicide case after not receiving a subpoena from the court.
A subpoena was already ordered to be issued to Villegas for the arraignment of the case related to the kidnapping and killing of Jee, which was reset to May 31, 2017.
The revised DOJ resolution on the case includes Dumlao, Villegas, Sta. Isabel, Jerry Omlang, and Gerardo Santiago as the respondents.
Sta Isabel is also co-respondent of Dumlao, Villegas and Omlang in the kidnapping and serious illegal detention and carnapping cases. ~ Rappler.com
