Abu Dhabi’s MDGH GMTN priced a one-billion dirham Reg S five-year bond at par, carrying a coupon of 4.20 per cent. The issuer tightened guidance from an initial 4.45 per cent, and book orders surpassed AED 4.7 billion, not counting joint lead manager interest, signalling strong investor demand.

The unsecured bond is guaranteed by Mamoura Diversified Global Holding, with settlement set for 23 October and a planned listing on the London Stock Exchange Main Market. Fitch is expected to assign an “AA” rating in line with Mamoura’s sovereign backing. The issuance was led by a syndicate including Abu Dhabi Commercial Bank, Bank of China, Citi, Emirates NBD Capital, First Abu Dhabi Bank, Goldman Sachs International, HSBC, Industrial and Commercial Bank of China, National Bank of Kuwait and Standard Chartered.

This city-currency issue follows a $750 million ten-year dollar bond issued less than ten days earlier by MDGH, priced at about 55 basis points over U. S. Treasuries under the same guarantee structure. That transaction underlined the group’s growing presence in global markets.

MDGH is wholly owned by Mubadala Investment Company and plays a central role in Abu Dhabi’s strategy to diversify its economic base. In its 2024 financials, the company reported revenues of AED 39,528 million and a net profit attributable to owners of AED 37,376 million, with total assets reaching AED 596,168 million.

Credit agencies currently align Mamoura’s rating with the sovereign, with Fitch affirming an “AA” rating and stable outlook in late 2023. Moody’s and S&P assign comparable ratings of Aa2 and AA respectively.

Analysts note that the new issue shows how Abu Dhabi-linked issuers are able to tap demand for high-grade Gulf debt amid tighter global credit markets. The bond’s tight pricing and oversubscription point to strong appetite among fixed-income investors for Gulf credits backed by sovereign guarantees.

South Korea’s Financial Intelligence Unit has authorised a change in GOPAX’s executive leadership, clearing the way for Binance’s acquisition of 67 per cent of the local exchange and formally restoring its presence in the country. The decision comes after over two years of regulatory review and internal scrutiny.

The executive registration approval by the FIU establishes Binance as the controlling shareholder of GOPAX, resolving a key hurdle that had delayed the deal since its initiation in early 2023. By acquiescing to the change, South Korean authorities have allowed Binance’s re-entry into one of Asia’s most active cryptocurrency ecosystems.

When Binance first acquired the majority stake in GOPAX in February 2023, it sought to stabilise the exchange following a liquidity crisis tied to frozen customer deposits connected to the GoFi yield product. That crisis was traced to exposure to Genesis Global Capital, whose own collapse triggered withdrawals being halted. Binance undertook a capital injection to support GOPAX’s recovery while awaiting formal regulatory sign-off on executive changes.

The FIU’s prior hesitancy centred on concerns that Binance’s international compliance record could clash with South Korea’s anti-money laundering oversight. Legal pressure from U. S. authorities, including enforcement actions and substantial fines, had raised red flags among domestic regulators. But the FIU’s acceptance now signals that uncertainties over Binance’s compliance credentials have been sufficiently addressed.

Under South Korean law, exchanges must report changes in executive or representative roles to the FIU, which effectively acts as a gatekeeper in approving foreign capital in the local crypto sector. No separate screening mechanism exists for major shareholders, making the executive registration process a de facto test of suitability. Delays in this case were reportedly driven by repeated demands for supplemental documentation by regulators.

GOPAX is one of only five exchanges in South Korea authorised to conduct cash-crypto transactions under strict regulatory norms. With Binance now in control, GOPAX could compete more aggressively against dominant local players such as Upbit and Bithumb. Yet entrenched banking relationships and compliance frameworks will still pose barriers to market share gains.

The approval reflects a shift in Korea’s regulatory posture toward greater openness—especially for exchanges that have resolved international legal disputes. Binance’s own settlements regarding AML and market conduct issues appear to have alleviated domestic regulatory apprehension. The acceptance also underscores the FIU’s judgment that Binance’s structural changes and compliance assurances now align with South Korea’s regulatory expectations.

OwlTing, a Taiwan-based fintech focussed on stablecoin infrastructure, is set to begin trading its Class A common shares on the Nasdaq via direct listing on 16 October under the ticker “OWLS”. The move marks what the company calls a milestone in its evolution from hospitality and e-commerce into a compliance–led blockchain payments firm.

In its public filings, OwlTing reported revenue of US 7.6 million in 2024 and a payment volume across its platforms of approximately US 218 million. Though still unprofitable, the listing underscores growing confidence in the fragmented stablecoin infrastructure space.

The listing comes at a moment when several high-profile developments are shaping the stablecoin and payments ecosystem. Stripe’s Bridge unit is reportedly preparing to apply for a federal banking charter, aiming to navigate evolving U. S. stablecoin regulation. Meanwhile, major financial and technology firms are said to be in advanced talks to acquire BVNK, a London-based stablecoin platform.

OwlTing’s pivot from hospitality and blockchain traceability to payments and stablecoin services has been underway for some years. Its OwlPay platform enables businesses to accept stablecoins or fiat and settle globally. The company has obtained money transmitter licences in multiple U. S. states and holds themselves out as a “compliance-first” operator in a space that often struggles with regulatory uncertainty.

By listing via direct listing rather than a traditional IPO, OwlTing seeks to avoid dilution of existing shares and allow market-based price discovery. The company will ring the Nasdaq opening bell on 16 October to commemorate the debut. Analysts view the listing as Asia’s first fintech with a pure direct listing on Nasdaq, positioning OwlTing as a regional trailblazer in blockchain payments.

In parallel, Stripe’s ambitions in stablecoin continue to intensify. Its Bridge arm, acquired earlier this year, is now seeking a national trust charter to get ahead of U. S. regulation on digital assets and stablecoins. The charter would permit holding deposits and issuing stablecoins more directly under U. S. oversight.

Kuwait has issued $11.25 billion in sovereign bonds split across three maturities, marking its first successful US dollar debt sale since 2017 and signalling a renewed re-entry into global capital markets. The offering drew strong investor demand, allowing the country to secure attractive pricing even as it seeks to diversify its funding amid mounting fiscal pressures.

The issuance comprised $3.25 billion in three-year bonds at 40 basis points over US Treasuries, $3 billion in five-year bonds also at 40 bps, and $5 billion in ten-year bonds at 50 bps. Order books reached as high as $28 billion—roughly 2.5 times oversubscribed—enabling Kuwait to tighten guidance from initial levels. Over two-thirds of the allocations went to investors outside the Middle East and North Africa, with significant participation from the United States, Europe, the United Kingdom and Asia.

Acting Finance Minister Subaih Al-Mukhaizeem described the deal as “historic”, citing that it reflects “global markets’ confidence in Kuwait’s financial strength, prudent policies, and solid reserves.” He added that this issuance reinforces Kuwait’s reputation as a credible sovereign issuer while supporting the New Kuwait 2035 vision of economic transformation.

Analysts noted that the spreads achieved in this issuance are significantly tighter than Kuwait’s inaugural dollar bond sale in 2017, underscoring market optimism about its credit metrics and macro outlook. Its low debt burden—currently less than 10 percent of GDP—offers the space for measured borrowing, even while the International Monetary Fund projects that the ratio may rise toward 25 percent by 2030 as deficits widen.

The path to this issuance was opened in March with the passage of a long-delayed public debt law, which raised the borrowing ceiling from KD 10 billion to KD 30 billion and permitted longer maturities. That law had been stalled for years due to clashes between the appointed government and the elected parliament; in response, the emir dissolved parliament for up to four years, clearing the way for reform.

Kuwait is the latest Gulf sovereign to take advantage of favourable global interest rates and strong investor appetite, joining others such as Saudi Arabia, the United Arab Emirates and Bahrain in tapping dollar markets to address fiscal gaps and finance diversification programmes.

While the bond sale delivers fresh funding, questions remain about Kuwait’s strategy for deploying the proceeds. Its economy remains heavily dependent on hydrocarbon revenues, which accounted for nearly 90 percent of government income in the most recent fiscal year. Previous reporting indicates that proposed projects include infrastructure upgrades such as a new port and airport expansion, intended to generate non-oil revenue streams.

GlobalSource Partners had speculated earlier that Kuwait’s general deficit could rise to between 7 and 8 percent of GDP in the current year, with this issuance expected to cover a large portion of the shortfall. The country has also tapped local debt markets, issuing about $5 billion in domestic bonds before turning to international markets.

Dubai-based AMIS Development has received the opening tranche of Dh5 billion from Singapore’s First APAC Fund VCC, following a memorandum signed in November 2024 to invest the full amount over time. The capital injection will be used to accelerate AMIS’s land acquisitions, expand its project pipeline, and progress ongoing luxury residential developments across Dubai.

Founder and CEO Neeraj Mishra confirmed that the funds are earmarked for strategic purchases in key areas such as Meydan and Dubai Islands, as well as advancing flagship projects already underway. He described the investment as a vote of confidence in AMIS’s vision and execution. Darrell Lim, founding shareholder and director at First APAC Fund, said this initial disbursement marks a milestone in their collaboration and pledged continued support tied to performance.

AMIS is working on multiple high-end residential projects including Woodland Terraces and the recently announced Woodland Crest, scheduled for handover in the second quarter of 2027. The developer previously sold out its Woodland Residences development, valued at Dh425 million, with delivery expected in April 2026. The new funding is set to support these and future projects, giving AMIS greater flexibility to accelerate timelines and expand its footprint.

The First APAC Fund is managed by Pilgrim Partners Asia, licensed under Singapore’s regulatory framework. For the AMIS deal, PPA has appointed Greenback Capital Limited, a Dubai-based firm, as the sub-investment manager to oversee transaction structuring and monitoring. Funds will be deployed in tranches, subject to milestones in AMIS’s project execution.

A Delhi court barred several journalists and activists from publishing or circulating unverified, allegedly defamatory material about Adani Enterprises Ltd, also ordering the removal of existing posts within strict timeframes while safeguarding fair reporting—Adani Enterprises Secures Ex Parte Injunction Against Journalists, Activists.

A bench presided over by Senior Civil Judge Anuj Kumar Singh passed an ex parte interim order on Saturday, 6 September 2025, directing defendants—including Paranjoy Guha Thakurta, Ravi Nair, Abir Dasgupta, Ayaskanta Das, Ayush Joshi and certain organisations—to expunge allegedly defamatory material from their websites, articles and social media posts. If the removal by the authors proved infeasible, intermediaries were instructed to disable access within 36 hours pursuant to the Information Technology Rules. The order also restrained publication or dissemination of further unverified content until the next hearing on 9 October 2025.

The court accepted AEL’s submission that coordinated publications on platforms such as paranjoy. in, adaniwatch. org and adanifiles. com. au had inflicted serious reputational damage, financial losses to stakeholders and harm to India’s global brand equity, further alleging alignment with “anti-India interests” that disrupted critical infrastructure and energy projects, including Australian operations. Citing the Hindenburg Research report of 2023, which had alleged massive stock manipulation and accounting fraud causing a collapse in market value, AEL argued the repeated references by defendants exacerbated investor anxiety and project delays.

Judge Singh ruled the plaintiff had satisfied the conventional three-part test for interim relief—presenting a prima facie case, showing balance of convenience in its favour and establishing risk of irreparable harm. At the same time, he acknowledged constitutional free-speech guarantees, declining to impose a blanket ban on fair, verified, and substantiated reporting, thus maintaining space for responsible journalism.

AEL’s counsel, Advocate Vijay Aggarwal, emphasised that unrestrained publication of malicious allegations risked undermining investor confidence, delaying infrastructure timelines, and tarnishing both the firm’s and the nation’s image. The court responded by allowing AEL to flag further problematic links for takedown, while intermediaries such as Google, YouTube and X were enjoined to act swiftly on notifications.

The order, codenamed CS SCJ 1066/2025, also stipulates procedural directives for service of summons via post, email and WhatsApp, with the next hearing scheduled for 9 October 2025.
