Vigilance probe into KIIFB operations

Hyphen Digital Network |

The Kerala Cabinet on Wednesday ordered a vigilance investigation into alleged irregularities in the Kerala Infrastructure Investment Fund Board (KIIFB), bringing its land acquisition transactions and appointments under scrutiny despite strong opposition from the Left Democratic Front (LDF).

The decision follows the findings of an expert committee headed by former senior bureaucrat Sudha Pillai, which examined KIIFB’s financial management, administrative procedures and project implementation. The investigation will focus particularly on land purchases and recruitment practices that have attracted questions over transparency and compliance with established procedures.

Chief Minister V. D. Satheesan’s government approved the investigation at its weekly Cabinet meeting, formalising its position that allegations involving public funds require examination. The decision comes amid an escalating political confrontation over the future of the infrastructure financing institution established as a major development vehicle under the previous LDF administration.

The vigilance inquiry will examine transactions identified for scrutiny following the committee’s review. Land acquisition decisions, particularly those involving large purchases for industrial infrastructure, are expected to form a significant component of the investigation. Appointments made within KIIFB and associated administrative arrangements will also be examined.

The Sudha Pillai committee had raised questions about financial oversight, institutional accountability and the manner in which several major decisions were taken. Its findings prompted the government to consider investigative action alongside recommendations for restructuring KIIFB’s financial operations.

A principal area of concern involves proposals to acquire 5,366 acres in Kannur and Palakkad for industrial development at an estimated cost of Rs 12,727 crore. The committee questioned the approval of the acquisition proposal without a detailed project report when the KIIFB board considered it in October 2018.

The government has also questioned the acquisition of land in Kannur, including areas affected by quarrying, and the extent to which the purchased properties have been utilised for their intended purposes.

Satheesan told the Legislative Assembly on Tuesday that alleged irregularities involving public money would be investigated. He questioned the financial justification for certain acquisitions and the administrative decisions governing KIIFB’s operations.

The Chief Minister has maintained that the institution operated with insufficient oversight from the Finance Department, creating financial obligations that ultimately fell upon the state government. The committee similarly identified weaknesses in financial controls and questioned the sustainability of KIIFB’s borrowing arrangements.

Its assessment estimated additional expenditure of Rs 13,103 crore arising from the financing model. The government has also cited a reduction of Rs 25,932.55 crore in the state’s borrowing capacity associated with KIIFB liabilities.

These figures form part of the committee’s assessment and do not, by themselves, establish criminal wrongdoing. The vigilance investigation will have to examine the relevant records and determine whether particular transactions or administrative decisions involved actionable violations.

The opposition LDF has strongly challenged the government’s approach, maintaining that KIIFB played an important role in accelerating infrastructure development. Former Chief Minister Pinarayi Vijayan has defended the institution’s contribution and questioned the government’s interpretation of its functioning.

Former Finance Minister T. M. Thomas Isaac has disputed the committee’s observations concerning land acquisition, arguing that the process involving land in Kannur began during an earlier United Democratic Front administration. He has questioned whether the committee adequately examined the government orders governing those acquisitions.

The disagreement intensified during Wednesday’s Assembly proceedings, when opposition members challenged the government’s handling of KIIFB and sought assurances regarding projects already approved or under implementation.
