English Schools Foundation, one of Hong Kong’s biggest international school operators, is seeking an investment adviser to help oversee an endowment valued at about $400 million, according to people familiar with the matter, in a move that underscores how large education groups are taking a more institutional approach to treasury and long-term capital planning. The development comes as ESF, which operates 22 schools and serves about 18,500 students, balances fee pressures, capital spending and the management of a growing pool of investable assets.

The adviser search points to a shift in how school systems with substantial reserves are treating their balance sheets. What might once have been handled more conservatively through deposits and internal oversight is now increasingly being managed with the same disciplines used by foundations, family offices and other long-horizon institutions. In ESF’s case, the task appears especially significant because the group’s endowment is no longer a marginal reserve but a material financial resource that can influence scholarships, strategic projects, property decisions and resilience during periods of market or enrolment volatility.

ESF’s own disclosures show why the mandate matters. In its 2023/24 annual report, the foundation said its endowment includes both a residential property portfolio and investments held in ESF Investments Limited. It reported that the fair value of investments held in that vehicle rose 13.4% to HK$587.7 million from HK$518.2 million a year earlier, while finance and investment committees continued to focus on asset performance monitoring and strategic asset allocation. The same report said three companies had been set up to restructure the holding of residential assets within the ESF endowment, with a new operating model expected to launch in the first half of 2025.

That helps explain why an external adviser would be attractive now. Once a fund reaches this scale, the main challenge is not simply preserving capital. It is deciding how much risk an education group should take, how liquid the portfolio needs to be, whether alternative assets belong alongside traditional holdings, and how to align returns with liabilities such as campus upgrades, technology spending and support programmes. For a school operator, there is also a reputational dimension: parents and staff expect prudence first, even when boards are under pressure to extract higher returns from idle capital.

ESF’s finances show both stability and constraints. The group reported total operating income of HK$2.85 billion in 2022/23, with tuition fees accounting for 84.3% of operating income and government grants 5.3%. It also said the long-running phase-out of government subvention, which began in 2016/17, was continuing, with the phase-out for secondary schools having started in 2022/23. By 2023/24, ESF said strong interest income had allowed it to seed a HK$10 million scholarship fund and a HK$30 million development fund, including support for a project researching the use of AI in teaching and learning.

Those figures matter because they show that investment income is becoming more relevant to the group’s strategic flexibility even as tuition remains the dominant revenue line. They also suggest that endowment governance is no longer peripheral to education policy inside ESF. A stronger investment framework could help smooth cyclical swings in income, but it could also expose the group to debate over mandate design, manager selection and tolerance for drawdowns in volatile markets. Educational institutions globally have wrestled with that trade-off for years: conservative portfolios can struggle to keep pace with inflation and capital needs, while more ambitious allocations can attract scrutiny when markets turn.

The Hong Kong backdrop adds another layer. Authorities are trying to reinforce the city’s appeal as an asset and wealth management centre, with proposed tax reforms aimed at making it easier to attract managers and capital. The Securities and Futures Commission said total assets under management in Hong Kong’s asset and wealth management business rose 13% to HK$35.1 trillion at the end of 2024, while the number of firms licensed for asset management increased 4% to 2,212. That means ESF is seeking advice in a market that is both deep and actively competing for institutional mandates.

Founded by ordinance in 1967, ESF occupies an unusual place in Hong Kong’s education landscape: a statutory body with a large footprint, significant fee income and a legacy of government support that is being phased out over time. Its latest public materials describe a group with more than 18,500 students and a broad mix of Hong Kong permanent residents and overseas passport holders, reflecting its role as a major English-medium provider in the city. That scale means any change in how it manages long-term capital is likely to be watched closely by school operators, fund managers and policymakers alike.

The concert will be held on 28 March 2026 (Saturday) at 3pm at the Tsuen Wan Town Hall Auditorium. Featuring a 50-member HKCO ensemble alongside rising erhu star Yang Enhua, the performance brings together solo, chamber and orchestral works in a celebratory programme of Chinese music, showcasing the artistic synergy that emerges when musicians of diverse abilities share the same stage.

The concert is one of the major programmes of “No Limits” 2026 and marks HKCO’s inaugural participation in this inclusive festival, representing a significant step forward in advancing inclusive arts within Hong Kong’s mainstream cultural landscape.

Rupert Woo Pak-tuen, Associate Conductor of HKCO and Resident Conductor of the Hong Kong Young Chinese Orchestra, will lead the ensemble and Yang Enhua in a selection of orchestral works. These include the huqin quartet Ru-Meng-Ling, the five-piece combo Autumn Moon on a Placid Lake, and the string quintets Three Variations on Yangguan and A Joyful Evening. The programme also features Tam Yat-sing’s Eternal Night, which was named the Audience’s Favourite at HKCO’s 2023 Music from the Heart concert. Through diverse ensemble formations, the performance weaves a richly layered world of Chinese music, revealing both the delicacy and dynamism of Chinese music through refined musical dialogue.

Yang Enhua will perform three solo works: Dishui Nanyin Words of the Blind, recognised as part of Hong Kong’s Intangible Cultural Heritage; Sun Wenming’s renowned Farewell; and Hua Yanjun (Ah Bing)’s iconic Reflection of the Moon on the Water. Through nuanced expression and tonal depth, these works embody both the inheritance and innovation of traditional Chinese music, conveying resilience and dignity of spirit amid adversity.

The collaboration between Hong Kong Chinese Orchestra and erhu soloist Yang Enhua demonstrates how the spirit of inclusion can be realised on the foundation of professional artistic excellence, revealing the distinctive creative energy that emerges when mainstream musicians and artists of diverse abilities come together.”

Dr Chin Man-wah, Executive Director of the Hong Kong Chinese Orchestra, said: “There are multiple perspectives when it comes to defining the success of a social care project; it is not just about the audience attendance rate, but more importantly about the cultivation of talent, the accumulation of experience, and the establishment of mindsets.”

Rupert Woo Pak-tuen, Associate Conductor of the Hong Kong Chinese Orchestra and Resident Conductor of the Hong Kong Young Chinese Orchestra said: “Light and Shadow on Strings reveals the rich layers of Chinese music, from the subtle intimacy of solo passages to the powerful resonance of ensemble works. Through this collaboration, we hope audiences can experience the music’s purity of tone, its striking contrasts, and the profound emotional intensity it carries. This programme serves to illustrate our vision of harmony in diversity and our unwavering commitment to inclusion.”

Yang Enhua said:”Music has always been my bridge to the world, leading me beyond the boundaries of visual impairment. Through this performance, I hope to show how sound carries emotion and imagination, and to embrace the diverse ways we all perceive the world. Building Construction Works
In FY 2025, the revenue generated from the building construction works was HK$7,697.8 million, representing an increase of approximately 42.1% as compared to approximately HK$5,414.5 million for the FY 2024. The increase was mainly due to the increase in revenue generated from new projects and existing projects during the year.

During FY 2025, the gross profit of building construction works was approximately HK$334.6 million, representing an increase of approximately HK$96.5 million as compared to approximately HK$238.1 million for FY 2024. The gross profit margin decreased slightly to approximately 4.3% (2024: 4.4%).

Repair, Maintenance, Alteration and Addition (“RMAA”)
The revenue generated from the RMAA works increased by approximately 40.4% from approximately HK$512.0 million for FY 2024 to approximately HK$718.9 million for FY 2025.

The gross profit of RMAA works was approximately HK$93.3 million, representing an increase of approximately HK$22.4 million from the gross profit of approximately HK$70.9 million for FY 2024. The gross profit margin decreased to approximately 13.0% for FY 2025. The increase in gross profit and decrease in gross profit margin was mainly due to increase in revenue from RMAA work projects with lower gross profit margin in FY 2025.

Environmental Operations
As at 31 December 2025, the Group had 8 projects with an aggregate original contract sum of approximately HK$158.4 million and 28 projects relating to service concession arrangements and operation services.

During FY 2025, the Group demonstrated its capacity for market expansion by securing its first wastewater treatment construction contract outside of Zhejiang Province in Gaoping City, Shanxi. Furthermore, the Company strategically formed a joint venture with Tiantai Construction and the Group to pursue new opportunities in environmental services and sewage treatment, thereby enhancing its existing business.

This is mainly due to increase in revenue from sewage and reclaimed water treatment services, which contributed higher gross profit margin during FY 2025.

CONTRACT COSTS
The Group’s contract costs primarily consisted of subcontracting costs, material costs, direct staff costs and site overheads. The contract costs of the Group in FY 2025 were approximately HK$8,086.0 million, representing an increase of 41.5% compared to approximately HK$5,712.8 million in FY 2024, which was in line with increase in revenue, and was mainly attributable to the increase in subcontracting costs, material costs, direct staff costs and site over heads for new and existing projects in FY 2025.

TECHNOLOGICAL INNOVATION
During FY 2025, the Group placed significant emphasis on technological innovation to enhance its core competitiveness in the construction industry. The total expenditure for research and development was approximately HK$23.3 million.

Democracy is on the defensive. This is shown by the Bertelsmann Stiftung’s Transformation Index 2026 (BTI). The BTI was first surveyed twenty years ago, when democracies were still in the majority. Today, 56 percent of the 137 countries surveyed by the BTI are ruled autocratically. However, this rarely leads to better governance. Autocracies are more susceptible to corruption, less capable of shaping the future, and less consensus-oriented. However, examples such as Poland and Brazil show that social resistance and political competition can pave the way back to democracy.

GÜTERSLOH, GERMANY – Newsaktuell – 26 March 2026 – A majority of 77 of the 137 states surveyed by the BTI are now ruled autocratically and are taking increasingly repressive action against the opposition, the media and civil society. Of these countries, 52 are hard-line autocracies in which fundamental rights are completely disregarded – more than at any time since the survey began in 2006. But autocratic tendencies are also gaining ground in numerous democracies. “Many elected governments have undermined core democratic institutions in order to stay in power, and this paves the way for autocracy,” says democracy expert Sabine Donner.

In 54 percent of the countries, elections no longer meet minimum standards. In some countries, such as Gabon or Niger, they were suspended after military coups, while in Belarus, Russia and Rwanda they are strictly controlled legitimizating rituals. However, numerous free and fair elections also led to peaceful changes of government. In Madagascar, Tanzania and Venezuela, mass protests following rigged elections were violently suppressed, but strengthened political mobilization beyond the election date.

Examples such as El Salvador, Serbia and Turkey show that the repeatedly touted promise of authoritarian efficiency is rarely fulfilled. Corruption is insufficiently combated in more than 100 countries, two thirds of which are autocracies. “In autocracies, loyalty must be rewarded and positions secured,” says BTI expert Hauke Hartmann. “The supposed efficiency of authoritarian regimes is a myth.”

However, persistent grievances continue to ensure that protests by dissatisfied citizens show no sign of abating. In Bangladesh, Nepal and Sri Lanka, protests forced a democratic opening, while a democratic turnaround was achieved in Brazil and Poland. “The BTI shows how much pressure democratic institutions are coming under – at the same time, we are seeing remarkably lively resistance to their erosion in many places,” says Daniela Schwarzer, Member of the Executive Board, Bertelsmann Stiftung. “This ability to mobilize, which comes above all from an active civil society, is a key potential for democratic renewal.”

About Art Central

Art Central, a cornerstone event of Hong Kong Art Week, presents the next generation of talent from Asia’s most forward-thinking galleries alongside celebrated artists from across the globe. Since its inaugural edition in 2015, Art Central has established itself as a leading platform for innovation in contemporary art, advancing the profiles of artists and galleries and reinforcing their presence within the international art landscape. Today, the Fair is recognised for the strength of its curatorial programming and as a vital meeting point for discovery and exchange among collectors and curators representing private, corporate, and institutional collections worldwide.

Fair Director
Corey Andrew Barr joined Art Central as Fair Director in 2019. A champion of Hong Kong artists, Barr has expanded the Fair’s platform to highlight local talent and underscore its position as a benchmark for aspiring galleries from around the world. He was formerly the director of a prominent Hong Kong- and London-based gallery focusing on contemporary Asian art, and prior to that, served as Specialist and Head of Sales for Phillips in New York, where he also organised exhibitions of contemporary art, photography, and design by leading international artists.

Curator
Enoch Cheng is an artist-curator whose work spans curation, moving image, installation, performance, dance, and fashion. His cross-disciplinary multimedia practice reinterprets norms, stories, and myths through contemporary lenses, drawing on a range of creative practices and engaging audiences through diverse cultural traditions. Cheng was awarded the Asian Cultural Council Fellowship (2020) and held artist residencies at the Museum of Arts and Design, New York (2022), and the American Museum of Natural History, New York (2020). He was most recently named Artist of the Year (Visual Arts) at the 2025 Hong Kong Arts Development Awards, recognising his contributions to the arts, including his role at Art Central since 2024.

Curator
Zoie Yung, currently based in Hong Kong, is an independent exhibition consultant and curator, and former exhibition manager of chi K11 art museum in Shanghai. She provides a unique approach to exhibition production by combining practice in exhibition spatial arrangement and her knowledge of Chinese Xuanxue as well as Western astrology. Selected recent exhibitions include Wonder-verse (chi K11 art space, Hong Kong, 2022) and Curve of Buoyancy (Duddell’s, Hong Kong, 2021). She also actively organises public education campaigns; she has collaborated with local organisations, including Tai Kwun Contemporary, Para Site, 1a Space, and Hong Kong Visual Arts Centre.
