New report sets out a method the industry can use to put a financial value on climate resilience
The Westbund Central case study shows that its resilience measures are expected to keep storm-surge and rainfall-flood losses in 2050 below the losses an unprotected building would face today
HONG KONG SAR – Media OutReach Newswire – 23 October 2026 – Hongkong Land Holdings Limited (“Hongkong Land”) today published Building Value That Lasts: Quantifying the Return on Climate Resilience in Real Estate. The report developed with Marsh puts a financial value on designing buildings for a changing climate. Its case study is Westbund Central, Hongkong Land’s mixed-use waterfront development of approximately 1.7 million sq. m. on Shanghai’s Huangpu River.
(From left to right) From left: Michael Long, Head of Group Sustainability, Hongkong Land; Stuart Grant, Chief Executive of Westbund Central, Hongkong Land; Swenja Surminski, Managing Director of Climate and Sustainability, Marsh; and Michael Li, Chairman and President, Marsh Risk China.
The report finds that the development’s resilience measures cut expected storm-surge losses by 84% and rainfall-flood losses by 88% under today’s conditions. Westbund Central’s resilience measures are expected to keep storm-surge and rainfall-flood losses in 2050 below the losses an unprotected building would face today.
Closing the resilience valuation gap
Climate risk now shapes how real estate is assessed, financed and insured. Almost every climate related disclosure acknowledges the need for adaptation, yet fewer than one in ten puts a number on it. Hongkong Land and Marsh set out to close that gap together by treating resilience as an investment with a measurable return, not a cost to be absorbed.
Resilience pays, and the reductions are large
Working with global leading insurance broker and risk advisor Marsh, Hongkong Land modelled the average annual loss (AAL) at Westbund Central from storm surge, rainfall flooding and wind. AAL is the expected yearly cost of physical damage. The modelling compared climate risks today and in 2050 for buildings with and without resilience measures beyond those required by building codes. It assumed a future in which global greenhouse-gas emissions remain high.
Without the development’s enhanced resilience measures, expected storm-surge losses would more than double and wind losses would more than triple by 2050. The measures reduce expected losses as follows:
storm-surge losses fall by 84%, both today and in 2050
rainfall-flood losses fall by 88% today and 79% in 2050
wind losses fall by 36% today and 31% in 2050
Built for the climate of 2050
Westbund Central was engineered for projected climate conditions in 2050, rather than historical conditions. These measures significantly reduce the impact of increasing climate risk:
Storm surge: with Westbund Central’s resilience measures in place, average annual losses in 2050 are projected at 0.12%, compared with 0.38% for a building without these measures today.
Rainfall flooding: with the resilience measures in place, average annual losses in 2050 are projected at 0.05%, compared with 0.19% for a building without these measures today.
Insurers are raising premiums, tightening terms and withdrawing cover from exposed locations. In that market, a lower and more stable loss profile matters.
Westbund Centrals resilience features include:
23% more drainage capacity, protecting against a 1-in-100-year rainfall event
Grade 1 waterproofed basements and the elevation of critical equipment
A “Sponge City” network of more than 12 features designed to capture and store stormwater, with capacity exceeding 2,000 m³
The figures are conservative. They count physical damage only and exclude extreme heat, the fastest-growing hazard at the site, which the development manages through design and operations.
Michael T. Smith, Group Chief Executive of Hongkong Land, said: “Climate change is a significant force reshaping real estate. At Westbund Central, climate resilience is core to all that we do because we believe resilience and commercial performance reinforce each other. This report shows the return on that investment can be measured today, with tools that already exist. The industry no longer has any excuse not to.”
Stuart Grant, Chief Executive of Westbund Central, said: “A premium destination is a seamless one. Much of the resilience work at Westbund Central is deliberately invisible to the tenants and visitors who use it every day. Its value shows in the disruption that never reaches them. Keeping the precinct open, comfortable and trading regardless of weather conditions is how resilience facilitates commercial performance.”
Michael Li, Chairman and President of Marsh Risk China, said: “Climate risk is now a balance-sheet risk. Westbund Central shows that adaptation pays back through lower loss exposure and stronger access to capital. As a risk orchestrator, Marsh matches protection needs to capital flows, helping clients quantify resilience and close the valuation gap.”
A method for the industry
The report is offered as a method others can apply, not just as an account of one development. It traces how climate risk can be assessed from site selection through to operations and linked to financial outcomes. It calls on the industry to:
quantify early, at site selection and design, when action is most cost-effective
bring insurers and lenders in from the start
build a shared standard so resilience can be benchmarked across assets, as carbon already is

About Art Central
Art Central, a cornerstone event of Hong Kong Art Week, presents the next generation of talent from Asia’s most forward-thinking galleries alongside celebrated artists from across the globe. Since its inaugural edition in 2015, Art Central has established itself as a leading platform for innovation in contemporary art, advancing the profiles of artists and galleries and reinforcing their presence within the international art landscape. Today, the Fair is recognised for the strength of its curatorial programming and as a vital meeting point for discovery and exchange among collectors and curators representing private, corporate, and institutional collections worldwide.
Fair Director Corey Andrew Barr joined Art Central as Fair Director in 2019. A champion of Hong Kong artists, Barr has expanded the Fair’s platform to highlight local talent and underscore its position as a benchmark for aspiring galleries from around the world. He was formerly the director of a prominent Hong Kong- and London-based gallery focusing on contemporary Asian art, and prior to that, served as Specialist and Head of Sales for Phillips in New York, where he also organised exhibitions of contemporary art, photography, and design by leading international artists.
Curator Enoch Cheng is an artist-curator whose work spans curation, moving image, installation, performance, dance, and fashion. His cross-disciplinary multimedia practice reinterprets norms, stories, and myths through contemporary lenses, drawing on a range of creative practices and engaging audiences through diverse cultural traditions. Cheng was awarded the Asian Cultural Council Fellowship (2020) and held artist residencies at the Museum of Arts and Design, New York (2022), and the American Museum of Natural History, New York (2020). He was most recently named Artist of the Year (Visual Arts) at the 2025 Hong Kong Arts Development Awards, recognising his contributions to the arts, including his role at Art Central since 2024.
Curator Zoie Yung, currently based in Hong Kong, is an independent exhibition consultant and curator, and former exhibition manager of chi K11 art museum in Shanghai. She provides a unique approach to exhibition production by combining practice in exhibition spatial arrangement and her knowledge of Chinese Xuanxue as well as Western astrology. Selected recent exhibitions include Wonder-verse (chi K11 art space, Hong Kong, 2022) and Curve of Buoyancy (Duddell’s, Hong Kong, 2021). She also actively organises public education campaigns; she has collaborated with local organisations, including Tai Kwun Contemporary, Para Site, 1a Space, and Hong Kong Visual Arts Centre.

Britain’s counter-drone and air-defence units have shot down multiple Iranian drones across the Gulf theatre as London expands what it describes as a strictly defensive military posture, with ministers arguing the operations are aimed at protecting British personnel, allied states and vital regional infrastructure rather than joining any offensive campaign against Tehran. The latest intercepts come as tensions around the Gulf and the wider Middle East continue […]
Matein Khalid Five days of continuous Israeli and US bombing of Iran, the killing of Ayatollah Khamenei and at least five dozen other senior military and political leaders of the Islamic Republic, the de facto closure of tanker traffic in the Strait of Hormuz, the shutdown of Saudi Arabia’s Ras Tanura refinery and the world’s biggest LNG complex in Qatar, as well as retaliatory drone and missile attacks by Iran on airports, seaports, […]
Matein Khalid I was sure the Medline IPO would be a winner since I have tracked this business since it was acquired in a $30 billion leveraged buyout by Blackstone, Carlyle and the San Fran private equity house Hellman & Friedman after the bankers priced the deal at 29, I even wrote a post several hours before the New York open, reiterating that the largest private equity […]

Sharjah is set to make its mark at the 2025 World Travel Market in London, continuing its longstanding presence at the prestigious global tourism event. The Sharjah Commerce and Tourism Development Authority will showcase the emirate’s rich cultural heritage and diverse tourism offerings, marking its 22nd consecutive participation. This move underscores Sharjah’s commitment to positioning itself as a top destination for cultural and leisure tourism in the UAE and the broader Middle East.
The WTM London, scheduled for November 2025, serves as one of the largest gatherings of tourism professionals, attracting stakeholders from across the globe. As the event evolves into a key platform for promoting sustainable and innovative travel, Sharjah aims to leverage its booth to reinforce its status as a cultural hub, particularly within the Gulf region.
Sharjah has long been recognised for its dedication to preserving and promoting its heritage. In the last decade, the emirate has invested significantly in expanding its tourism infrastructure, with an emphasis on balancing modern development with cultural preservation. The SCTDA’s participation in WTM London aligns with its broader strategic vision of boosting international awareness of Sharjah’s historical and cultural assets.
This year, the Sharjah delegation will focus on showcasing its wide range of attractions, including the Sharjah Art Foundation, the Sharjah Museum of Islamic Civilisation, and the Al Noor Island, among other cultural landmarks. These destinations reflect the emirate’s efforts to blend its rich Arab heritage with contemporary art and architecture, creating a diverse and engaging experience for visitors.
Sharjah will highlight its eco-tourism initiatives, emphasising sustainable travel practices that align with the global tourism industry’s increasing focus on responsible and ethical travel. The emirate has made strides in promoting natural reserves, like the Khorfakkan Beach, and other eco-friendly tourism options, attracting a growing number of environmentally conscious travellers.
The significance of the WTM platform lies in its ability to facilitate direct interaction between global buyers and sellers in the tourism sector. Sharjah’s participation provides the emirate with an opportunity to forge new partnerships and reinforce existing ones, particularly in the European and Asian markets. This international exposure is crucial for expanding Sharjah’s reach to potential tourists seeking immersive cultural experiences.
Sharjah’s tourism sector has seen steady growth in recent years, with increasing visitor numbers from both regional and international markets. The SCTDA’s ongoing efforts to diversify Sharjah’s tourism offerings—from cultural tourism to family-friendly activities—have contributed to the emirate’s rising profile as a tourist destination. With the emirate’s evolving tourism infrastructure and its strategic partnerships with global tourism stakeholders, Sharjah is poised to continue its upward trajectory in the global tourism industry.
Beyond cultural tourism, Sharjah’s tourism strategy includes a strong focus on education, sports, and events tourism. The emirate has become a key player in the regional sports tourism sector, hosting major events like the Sharjah International Book Fair, the Sharjah International Film Festival, and numerous sporting events that attract visitors from around the world. These events play an integral role in bringing international attention to Sharjah and highlighting its status as a dynamic, culturally rich destination.
Sharjah’s role in shaping the region’s tourism landscape is not confined to the arts and culture alone. The emirate has invested heavily in developing luxury accommodations, leisure facilities, and state-of-the-art infrastructure that meet the needs of modern travellers. With high-end hotels, resorts, and entertainment venues, Sharjah appeals to both the traditional and contemporary tastes of tourists seeking luxury alongside cultural authenticity.
The SCTDA has made significant strides in its marketing efforts, utilising both traditional and digital media to reach potential tourists. Social media campaigns, collaborations with influencers, and targeted promotions in key international markets have all contributed to Sharjah’s growing recognition as a prime destination for both business and leisure travellers.
