The US Commerce Secretary has warned that reliance on DeepSeek’s artificial intelligence models is “dangerous and shortsighted,” amid findings that they are more vulnerable to hacking and underperform against US systems. An evaluation by the Center for AI Standards and Innovation within NIST compared DeepSeek’s R1, R1-0528 and V3.1 models with leading US systems—including OpenAI’s GPT-5 series and Anthropic’s Opus 4—on 19 performance and safety benchmarks. Austria’s armed forces have shifted from Microsoft Office to the open-source LibreOffice platform on approximately 16,000 desktops, a move framed by defence authorities as a step toward digital sovereignty rather than cost cutting. Michael Hillebrand, head of Directorate 6 ICT and Cyber, emphasised that data processing will now remain entirely in-house under strictly auditable systems. He told ORF radio that dependency on external cloud providers was considered […]

A wave of investor appetite lifted the combined market cap of the top 15 public bitcoin miners to $58.1 billion in September, up from $41.6 billion in August and nearly three times the March low of $19.9 billion. That gain vastly outpaced bitcoin’s six-month rise of 21 per cent.

Iris Energy delivered a standout return of +624 per cent, while Applied Digital jumped +345 per cent and Cipher Mining rallied +321 per cent. Other strong performers included TeraWulf, Hut 8 and Bitfarms, up between +179 and +280 per cent; Riot Platforms added +147 per cent, HIVE rose +133 per cent, and Core Scientific gained +105 per cent. Even industry heavyweights such as CleanSpark, Bitdeer and Mara Holdings posted returns well above bitcoin’s own gain.

The bullish momentum coincided with accelerating pivots by mining firms into high-performance computing and AI infrastructure. Cipher Mining secured a 10-year colocation deal with AI cloud provider Fluidstack worth $3 billion, supported by $1.4 billion in backing from Google for lease obligations in return for share warrants. This deal boosted investor confidence and underscored the strategic shift beyond raw bitcoin mining.

Analysts note that miners with credible AI/HPC pivots posted average gains of roughly 57 per cent over the past month, significantly beating more traditional or “pure-play” miners. Those gains also outstripped bitcoin’s roughly 9 per cent rise in the same period.

At the same time, the bitcoin network’s hash rate jumped 9 per cent month on month, reaching an average of about 1,031 exahashes per second. That increase intensified competition and compressed margins: daily block reward revenue fell 10 per cent, and gross profit dropped 17 per cent compared to August.

Although elevated valuations reflect renewed investor faith in the mining sector, concerns about sustainability persist. The widening gap between equity valuations and operating revenues prompts questions about whether mining operators can sustain growth amid rising electricity costs, regulatory risks and hardware supply constraints.

Several firms are doubling down on their diversification efforts. Iris Energy has expanded into cloud services, while Core Scientific is pushing deeper into enterprise AI hosting. TeraWulf recently announced multi-year AI hosting contracts backed by Google and leased deployment capacity across its sites.

The U. S. Securities and Exchange Commission’s Division of Investment Management has issued a no-action stance confirming that registered advisers and regulated funds may use state-chartered trust companies for custody of crypto assets without fear of enforcement under certain conditions.

Under the letter released on 30 September, the SEC staff stated it “would not recommend enforcement action” against advisers or funds that treat state trust companies as a “bank” for purposes of holding digital assets and related cash, provided they adhere to strict safeguards and eligibility requirements. The letter stops short of legal advice, but marks a shift in how crypto custody might evolve under federal oversight.

While the no-action relief does not carry the force of a rule, it addresses long-standing ambiguity over whether state trust companies qualified as custodians under the Investment Advisers Act and the Investment Company Act. The guidance is conditional on advisers performing due diligence to confirm the trust’s authority, maintaining audited financial statements, segregating client assets, restricting rehypothecation without client consent, and verifying internal controls.

The SEC’s letter was precipitated by a request from law firm Simpson Thacher & Bartlett on behalf of financial advisers seeking formal assurances about using state trust entities for crypto custody. This marks the second such no-action letter from the agency in short order, reflecting a trend towards regulatory clarity in crypto frameworks.

Proponents argue the move broadens the pool of eligible custodians beyond a small set of federally chartered institutions. Many prominent crypto custodians already operate under state trust charters, including affiliates of Coinbase, Paxos, and others. Under previous regulatory interpretations, these firms faced uncertainty about whether they satisfied the “qualified custodian” requirement.

SEC Commissioner Hester Peirce applauded the letter, saying it ends the “guessing game” that advisers confronted in choosing custody providers. She suggested the guidance could pave the way for future reforms of custody rules that are more flexible and technology-aware. However, Commissioner Caroline Crenshaw dissented, warning that the agency’s move bypasses formal rulemaking and could undermine trust in the regulatory process by favouring state trust firms over applicants seeking national charters.

Market observers welcomed the clarity. James Seyffart, an ETF analyst, described the letter as “a textbook example of more clarity for the digital asset space.” Institutional participants, previously wary of custody risk, may now consider deeper allocations to crypto. The move may also prompt competition from new entrants able to operate under state trust frameworks.

The Central Bank of the UAE and Dubai Finance today formalised an agreement to deepen collaboration in the development of the country’s capital markets, enabling Dubai to draw on the central bank’s infrastructure to issue dirham-denominated government bonds.

Khaled Mohamed Balama, Governor of the CBUAE, and Abdulrahman Saleh Al Saleh, Director-General of Dubai’s Department of Finance, signed the Memorandum of Understanding in Abu Dhabi before senior officials and assistant governors.

Under the pact, Dubai Finance gains access to the central bank’s systems and platforms to support bond issuance, while both parties commit to joint efforts in fintech, payment systems, and digital currency development. The agreement further encompasses capacity building, knowledge exchange and coordination in regulatory and infrastructural domains.

Balama described the partnership as “an important step toward advancing the country’s financial markets, supporting their growth, and ensuring their readiness to adapt to future changes.” He affirmed that the nation’s leadership is focused on promoting innovation and digitisation in financial services to boost private-sector participation and investor confidence.

Al Saleh said the MoU would help diversify the UAE’s investment tools and align capital market expansion with the vision of the country’s leadership. He emphasised the importance of collaboration with regulatory bodies at both federal and local levels to elevate the nation’s reputation as an investment hub.

The MoU aligns with broader moves by the central bank in strengthening financial infrastructure and market regulation. The central bank has recently advanced its “Financial Infrastructure Transformation” programme, which includes the rollout of the domestic card scheme Jaywan and development of a Central Bank Digital Currency, known as the Digital Dirham. The institution also introduced regulations on Open Finance platforms and has conducted stress tests affirming resilience in the banking sector under diverse macroeconomic pressures.

The UAE’s push to build robust capital markets fits into a regional trend of using debt instruments to broaden funding sources beyond oil and real estate. In December 2024, the CBUAE signed an MoU with the Hong Kong Monetary Authority to enhance cross-border debt issuance and settlement between the UAE and Asia, aiming to foster deeper connectivity between debt markets.

Analysts see the newly inked agreement as a mechanism to centralise the infrastructure layer of government debt issuance under one roof, avoiding fragmentation across emirates. Doing so could lower costs, standardise procedures, and deepen liquidity in domestic markets. It may also foster greater issuance activity from state and municipal entities.

Ethereum co-founder Jeffrey Wilcke has moved 1,500 ETH into the Kraken exchange, sparking debate over whether he plans further liquidations as the market faces renewed pressure. The transfer coincided with Ether’s slide below the $4,000 threshold.

Wilcke’s latest deposit comes less than a month after he offloaded ETH worth approximately $9 million, according to on-chain analytics. His known holdings still exceed 90,000 ETH, translating to a valuation above $350 million at current market rates.

Moving cryptocurrency into exchange wallets often suggests intent to sell, but it doesn’t guarantee action. Observers note this transaction fits Wilcke’s pattern of prior transfers, including earlier large deposits of 105,737 ETH and 9,840 ETH to Kraken. He has also reshuffled holdings across multiple wallets in the past — a tactic that clouds the true motive.

Ether’s price has lost ground recently, breaking technical support at $4,000. That drop has intensified concerns about downward momentum, amid warnings that failure to reclaim $4,841 could trigger a deeper pullback toward $2,750.

Yet the broader market tells a mixed story. Over the past two days, at least 15 whale wallets have acquired more than 406,000 ETH, sourcing tokens from major platforms including Kraken, Galaxy Digital, BitGo, and FalconX. That level of accumulation suggests some large holders see current prices as a buying opportunity.

The timing of Wilcke’s transfer coincided with Kraken’s own developments: the exchange announced a $500 million funding round, valuing it at $15 billion and laying groundwork for a prospective 2026 IPO. Some analysts have argued that Wilcke’s move could be a strategic internal adjustment ahead of market shifts rather than a direct sale.

Wilcke’s role in the Ethereum project dates back to its earliest years, notably in the development of Geth, the Go-based client now central to the network’s operations. Although he stepped back from core Ethereum development in 2018, he later founded Grid Games, a venture into online gaming. His pattern of wallet activity in recent years has drawn attention — transfers of tens or hundreds of thousands of ETH have periodically triggered speculation.

Abu Dhabi’s Hub71 has forged a strengthened alliance with the Japan External Trade Organization aimed at building deeper cross-border innovation, particularly in Web3, AI, spatial intelligence and sustainable tech sectors. Hub71 used its presence at Tokyo’s WebX and the Blockchain Leaders Summit to push forward new collaboration programmes and investment pathways.

At these events, Hub71 spotlighted a number of startups from Abu Dhabi—among them bitgrit, xMap, Aqua Development, Chainsight, Nodeshift, Bit2Me and 1Money—making connections with Japanese investors, corporate entities and ecosystem partners. The showcasing was closely aligned with Japan’s innovation priorities, including governance in blockchain and sustainable water solutions.

Key to the partnership is the launch of the J-StarX Programme, developed jointly by Hub71, JETRO and Elixir Capital, which will host seven Japanese Web3 startups in Abu Dhabi to facilitate scale-ups, market access, and ecosystem integration. Entrepreneurs in this programme will benefit from capital, mentoring, regulatory guidance and networking in the UAE’s tech environment.

Hub71 also assumed title-sponsorship of the Blockchain Leaders Summit in Tokyo, delivering the opening keynote. Executives emphasised the UAE’s position as an enabling region for innovators seeking overseas expansion, and positioned Abu Dhabi as a gateway for startups to penetrate Asia on one side and Middle East markets on the other.

Peter Abou Hachem, Head of Growth and Strategy at Hub71, stated that the collaboration underscores “the value of global connectivity”, and that Japan’s leadership in Web3 and innovation aligns with Hub71’s mission. He noted that through partners like JETRO, both ecosystems can unlock opportunities in market reach, talent exchange and frontier technologies.

Singapore is gearing up to reveal a comprehensive “value unlock” package by the end of the year aimed at reviving the nation’s stock market, regulators said. Key initiatives will likely build on the Equity Market Development Programme, stronger listing incentives, streamlined regulations and enhanced shareholder rights, intended to improve liquidity, listings and investor confidence.

The EQDP, a S$5 billion programme announced earlier in the year, will see its first tranche of S$1.1 billion allocated to three asset managers—Avanda Investment Management, JP Morgan Asset Management and Fullerton Fund Management—to invest in Singapore-listed equities. These selections were made partly based on alignment with objectives to broaden participation beyond large-cap stocks and strengthen asset-management capabilities.

Alongside co-investment funding, tax incentives are being offered for primary and secondary listings. A 20 per cent corporate income tax rebate applies for qualifying new primary listings, and a 10 per cent rebate for secondary ones. There is also pressure to ease regulatory requirements around prospectus disclosures, shorten IPO-approval timelines, and allow earlier investor outreach in IPOs.

Regulatory reforms under consideration include reducing the profit requirement for Mainboard listings, aligning secondary listing rules with international disclosure standards, and possibly removing the financial watch-list mechanism for loss-making firms while increasing the role of disclosure over prescriptive reporting.

Market analysts welcome the measures but caution that they may not address deeper structural weaknesses. Singapore’s exchange has seen more delistings than IPOs in many months, a low number of growth-stage listings, a prevalence of companies with weak profitability, and low free floats among many issued shares. These factors have limited trading depth and made it harder for mid-caps to attract institutional investors.

Insolvency reform is also part of the picture. Proposed changes to Singapore’s Companies Act would broaden the so-called cross-class “cram-down” powers, letting restructuring plans be imposed even over dissenting shareholders in certain cases. The proposals include streamlining processes for issuing new shares or disposing of assets during restructuring, and revising compensation frameworks for restructuring managers.

Regulatory agencies such as the Monetary Authority of Singapore, Singapore Exchange Regulation, and the Equities Market Review Group are all involved in shaping the yet-to-be-announced package. Public consultations on many proposals have taken place or are underway, especially around IPO rules, listing thresholds, and listing admission criteria.
