Sri Lanka has imposed a temporary 50 per cent surcharge on customs import duty for imported vehicles, aiming to slow demand for foreign exchange as higher oil prices and Middle East tensions put pressure on the rupee.

The measure, effective from 16 May for three months, applies to selected motor vehicles including passenger cars, jeeps, vans, buses, goods transport vehicles, ambulances, electric vehicles and hybrids. Vehicles for which letters of credit were opened on or before 15 May are exempt, limiting the immediate disruption for importers who had already committed payments before the order took effect.

The surcharge is levied on the applicable customs import duty, rather than directly on the total value of a vehicle. For many private vehicles, the customs import duty had stood at 30 per cent, meaning the added surcharge raises that component to 45 per cent. Other taxes and levies, including excise duties, value-added tax and sector-specific charges, mean the final tax burden on imported cars can be far higher than the headline customs duty figure.

Deputy Finance Minister Anil Jayantha Fernando said the step was designed to encourage buyers to delay vehicle imports rather than halt the trade outright. He said the government was responding to a sharp rise in import expenditure and added pressure on foreign reserves. “Given the current pressure on foreign exchange, we want people to delay their imports by three months,” he told reporters in Colombo.

The decision marks a swift policy adjustment by President Anura Kumara Dissanayake’s administration as Sri Lanka attempts to balance consumer demand, revenue needs and currency stability after years of severe economic strain. Vehicle imports were heavily restricted after the island’s 2022 financial collapse, when the country ran short of foreign exchange and struggled to pay for fuel, food and medicines. The gradual reopening of imports was seen as a sign of economic normalisation, but it has also revived concerns about the pressure placed on the balance of payments.

Sri Lanka remains dependent on imported fuel, leaving the economy exposed to swings in global crude prices. Tensions across the Middle East have pushed energy costs higher, forcing authorities to reassess import priorities. Fuel prices have already climbed sharply this year, adding to the cost of transport, electricity generation and logistics. The government is trying to prevent higher oil bills from draining reserves at a time when the country remains under a $2.9 billion International Monetary Fund programme.

The rupee has weakened against the US dollar this year, with official figures showing a fall of about 4.5 per cent since January. Central Bank Governor Nandalal Weerasinghe has warned lawmakers that the currency could remain under pressure unless global oil prices ease or the country reduces energy imports. That warning sharpened the policy case for curbing non-essential import demand, particularly in high-value categories such as vehicles.

Vehicle importers and consumers are likely to face a tougher market over the next quarter. The surcharge may delay purchases, reduce showroom availability and raise prices for buyers who choose to proceed. Importers with confirmed letters of credit before the cut-off date may have a temporary advantage, while new buyers could defer orders until the surcharge expires, provided the government does not extend it.

The policy also carries revenue implications. Vehicle imports are a lucrative source of tax income, and Sri Lanka has relied on trade-related levies to support public finances during its recovery. A surcharge may increase tax collected on each imported vehicle, but lower import volumes could offset that gain if buyers hold back. The government’s calculation appears to prioritise currency defence and reserve management over short-term market expansion.

Prime Minister Narendra Modi and UAE President Sheikh Mohamed bin Zayed Al Nahyan have agreed to widen cooperation on strategic crude and gas reserves, giving New Delhi a larger buffer against supply shocks at a time of heightened volatility across West Asia and global energy markets.

The agreement, reached during Modi’s official visit to Abu Dhabi on 15 May 2026, includes a strategic collaboration between Indian Strategic Petroleum Reserves Limited and Abu Dhabi National Oil Company to expand the UAE’s participation in India’s strategic petroleum reserves to 30 million barrels. Both sides will also work on establishing strategic gas reserves, a move that signals a broader shift from emergency crude storage towards a more diversified energy security framework.

The pact places ADNOC at the centre of New Delhi’s stockpiling strategy. The UAE became the first country to partner with India in strategic petroleum storage when ADNOC stored crude in the Mangaluru cavern under an earlier arrangement. The new framework is substantially larger and comes as India seeks to reduce exposure to sudden disruptions in the Strait of Hormuz, sanctions-driven shifts in trade flows, shipping risks, and sharp swings in spot fuel prices.

India, the world’s third-largest oil consumer, imports more than 85 per cent of its crude requirement and nearly half of its natural gas needs. Its existing strategic petroleum reserve system has underground rock caverns at Visakhapatnam, Mangaluru and Padur, with a combined capacity of about 5.33 million tonnes, equivalent to roughly 39 million barrels. These reserves are separate from commercial inventories held by refiners and oil marketing companies.

The current reserve base covers only a limited number of consumption days, making expansion a long-standing policy priority. Phase-two plans have included additional capacity at Padur and a new facility at Chandikhol in Odisha, while officials have explored public-private partnership models to bring in foreign oil producers and trading firms. The UAE arrangement is likely to support that model by tying storage capacity to assured supply and commercial flexibility.

The energy package also includes a long-term LPG supply arrangement between Indian Oil Limited and ADNOC. The UAE is already the largest source of LPG for India, meeting about 40 per cent of its import requirement. A deeper supply contract is significant for household energy security, as LPG remains a politically sensitive fuel linked to cooking gas access, subsidy management and inflation expectations.

Gas cooperation is another important element. New Delhi has been trying to raise the share of natural gas in its energy mix, but price volatility and limited storage have slowed progress. Strategic gas reserves could help shield fertiliser plants, city gas distributors, power producers and industrial users from abrupt supply constraints. The concept remains more complex than crude storage because gas requires specialised infrastructure, including LNG terminals, underground storage or converted reservoirs, but the agreement shows that both governments see gas security as part of the next phase of their partnership.

The Abu Dhabi talks also build on a wider hydrocarbons relationship. The UAE was among India’s top crude suppliers last year and has become a central partner in LNG, LPG, upstream investment and petroleum product trade. State-backed companies from India hold stakes in Abu Dhabi oil assets, including the Lower Zakum concession and Onshore Block 1, marking a rare upstream footprint for New Delhi in the Gulf.

The timing gives the agreement strategic weight. West Asian tensions have renewed concern over maritime chokepoints and insurance costs for energy cargoes. Any prolonged disruption near the Gulf would affect Asia’s largest consuming economies first, particularly import-dependent buyers such as India, Japan, South Korea and China. Larger stockpiles do not remove that vulnerability, but they give policymakers more room to manage price spikes, refinery supply schedules and emergency releases.

For the UAE, the pact strengthens its role as a long-term energy partner beyond crude sales. ADNOC has been widening its international storage, trading, LNG and downstream footprint as Abu Dhabi positions itself as both a reliable supplier and a capital partner. Participation in overseas strategic reserves gives the company access to storage optionality while reinforcing diplomatic ties with major demand centres.

The Modi-Sheikh Mohamed meeting also covered defence, investment, infrastructure and regional security, underscoring the shift in bilateral ties from labour, remittances and trade towards a broader strategic partnership. The UAE hosts a large expatriate community from India and remains one of New Delhi’s most important Gulf economic partners, with strong links in logistics, ports, food security, renewable energy and financial services.

Arabian Post Staff -Dubai ADNOC has exchanged two strategic collaboration agreements with partners from India, widening Abu Dhabi’s role in crude storage, LPG supply and energy-security planning at a time of volatile shipping routes and rising fuel demand across Asia. The agreements were announced in Abu Dhabi on 15 May 2026 during Prime Minister Narendra Modi’s visit to the UAE, in the presence of President Sheikh Mohamed […]

Prime Minister Narendra Modi arrived in Abu Dhabi on Friday at the start of an official visit that placed energy security, defence cooperation and investment at the centre of one of India’s most closely watched Gulf partnerships.

UAE President Sheikh Mohamed bin Zayed Al Nahyan welcomed Modi on arrival, underscoring the personal diplomacy that has become a defining feature of ties between the two leaders. The visit opened the first leg of Modi’s five-nation tour, which is scheduled to include the Netherlands, Sweden, Norway and Italy between May 15 and 20.

The Abu Dhabi stop carries immediate strategic weight for New Delhi as energy markets remain exposed to geopolitical pressure and supply uncertainty. Discussions between the two sides were centred on long-term energy arrangements, petroleum reserves, liquefied petroleum gas supply and a wider defence framework, reflecting the broadening scope of a relationship once driven largely by trade, remittances and crude oil.

Agreements signed during the visit covered defence cooperation, petroleum reserve collaboration and LPG supply. The defence pact points to a gradual shift in the partnership towards security coordination, technology exchange and maritime stability, particularly as both countries seek to protect trade routes and energy flows across the Arabian Sea, the Gulf and the wider West Asia region.

Energy remains the strongest pillar of the relationship. The UAE is among India’s key suppliers of crude oil and gas, while Abu Dhabi’s state-linked energy companies have already taken part in India’s strategic petroleum reserve programme. New Delhi has been seeking to expand reserve capacity as part of a long-term effort to cushion the economy from global supply shocks, currency pressure and price spikes.

For Abu Dhabi, the visit fits a broader strategy of deepening ties with major Asian economies while positioning the UAE as an energy, finance, logistics and technology hub. The UAE’s investment push into ports, renewable energy, infrastructure, food corridors and financial services has increasingly aligned with India’s priorities in manufacturing, digital infrastructure and supply-chain diversification.

Bilateral trade has grown strongly since the Comprehensive Economic Partnership Agreement came into force in 2022. The pact reduced tariffs on a wide range of goods and helped accelerate commerce in gems and jewellery, petroleum products, food, metals, machinery and services. Both sides have set ambitious targets to lift non-oil trade, while businesses have expanded their use of rupee-dirham settlement mechanisms and cross-border payment links.

The partnership has also moved deeper into technology. Artificial intelligence, digital public infrastructure, data centres, financial technology and advanced computing have emerged as major areas of cooperation, especially after high-level exchanges earlier this year involving Sheikh Mohamed and Abu Dhabi Crown Prince Sheikh Khaled bin Mohamed bin Zayed Al Nahyan. The proposed deployment of advanced computing infrastructure in India, with UAE-linked institutions and companies involved, has reinforced the technology dimension of the relationship.

People-to-people ties remain central to the diplomatic equation. The UAE hosts one of the largest overseas communities from India, with millions working across construction, services, health care, finance, aviation, education and technology. Their remittances and social links have long shaped the political warmth between the two countries, while improved consular services, labour welfare frameworks and easier travel arrangements remain important issues in bilateral engagement.

Modi’s Abu Dhabi visit also follows a sequence of symbolic gestures that have strengthened the public profile of the relationship. Sheikh Mohamed visited India in January this year, while senior members of Abu Dhabi and Dubai’s ruling families have taken part in major diplomatic and technology engagements. Modi’s 2024 visit to the UAE included the inauguration of the BAPS Hindu Mandir in Abu Dhabi, a project presented by both sides as a marker of tolerance and cultural connection.

Cape Town to host continent’s largest energy gathering as focus shifts from aspiration to execution

CAPE TOWN, SOUTH AFRICA – EQS Newswire – 14 May 2026 – The Africa Energy Forum (https://apo-opa.co/4ugdl9y) returns from 16-19 June 2026, bringing together the companies, investors and governments driving Africa’s move from energy access to industrial-scale infrastructure.

The companies gathering in Cape Town are deploying capital into transmission infrastructure, building mining corridors that will define trade routes for decades, financing baseload capacity that can power heavy industry, and developing renewable projects that will anchor Africa’s manufacturing future. Forum Sponsor Sun Africa leads a group of sponsors whose projects and investments are already shaping how the continent builds its industrial base.

“I am looking forward to joining the conversation in Cape Town this June. What excites me about this year’s Summit is the calibre of capital and commitment in the room — companies that are financing baseload capacity for heavy industry, building mining corridors that will define trade routes for decades, and deploying renewable projects that will anchor Africa’s manufacturing future. That is the kind of long-term, structural thinking that Sun Africa has always believed this continent deserves, and it is exactly the conversation we need to be having.” Sun Africa, CEO, Adam Cortese.

ACWA Power, Infinity Power and AMEA Power are building gigawatt-scale renewable capacity across the continent. Globeleq and TotalEnergies are financing and operating projects that demonstrate how private capital can deliver industrial-grade infrastructure. British International Investment and IFC are structuring deals that blend concessional and commercial finance to unlock sovereign wealth fund participation. Nedbank CIB is providing the sustainable finance structures that allow projects to reach financial close.

“As Africa moves from aspiration to execution, this year’s agenda focuses on the hardware of industrialisation – the steel, concrete and transmission lines that will define Africa’s industrial future,” said Simon Gosling, Managing Director of EnergyNet.

The companies driving this shift face common challenges: structuring bankable projects where perceived risk exceeds actual performance, moving critical minerals from extraction to processing, building transmission corridors that serve both mines and cities, and deploying patient capital into long-term infrastructure.

Cape Town provides the right setting. South Africa is navigating private transmission investment, energy trading, mining-driven renewable deployment, and tensions between industrial growth and climate commitments – challenges the rest of the continent will face. The city’s reforms offer a live case study.

The agenda reflects where these companies are focusing their resources. Critical minerals receive a two-day dedicated stream exploring downstream processing, transport corridors and value capture from reserves representing over 30% of global supply. Sessions examine the Lobito Corridor, Liberty Corridor and Simandou infrastructure as models for large-scale project finance.

Transmission and baseload themes address grid expansion, private investment structures and 24/7 availability for data centres and manufacturing. Energy trading sessions explore how sponsors are transforming project finance through creditworthy off-take, whole technology discussions will cover AI for revenue protection, data centre supply chains and CBAM compliance.

HKUST Led Project Marks Hong Kong’s First Scientific Payload on the National Space Station

HONG KONG SAR – Media OutReach Newswire – 13 May 2026 – The world’s first lightweight, high‑resolution, high‑precision synergistic observatory for carbon dioxide (CO₂) and methane (CH₄) emission point sources – named “MUSICO”, Multi‑Spectral Imaging Carbon Observatory, led by The Hong Kong University of Science and Technology (HKUST) – was successfully launched aboard the Tianzhou‑10 cargo spacecraft on May 11 and has arrived at China’s Tiangong Space Station. This is not only Hong Kong’s first scientific payload deployed on the national space station, but also a historic breakthrough for the city in the development of high‑end aerospace instruments. The project fully demonstrates Hong Kong’s strong capability to build national‑level cutting-edge scientific payloads, to participate in long‑term space station missions, and to play a key role in addressing global climate change while serving the nation’s strategic “carbon peak and carbon neutrality” goals.

The project is led by an interdisciplinary research team from HKUST, comprising experts from the Department of Civil and Environmental Engineering, the Division of Emerging Interdisciplinary Areas, the Division of Environment and Sustainability, the Department of Computer Science and Engineering, and the Division of Public Policy. In late 2024, the project received formal approval from the Technology and Engineering Center for Space Utilization of the Chinese Academy of Sciences (CSU.CAS), the general research center for the Space Utilization System. It is jointly developed with the CAS Changchun Institute of Optics, Fine Mechanics and Physics, and funded by the Special Call (Aerospace Technology) of the Innovation and Technology Support Program under the Innovation and Technology Commission of the HKSAR Government.

MUSICO is a lightweight, high‑resolution, high‑precision greenhouse gas point‑source detection payload capable of accurately measuring CO₂ and CH₄ — two major greenhouse gases — from space. Smaller than a domestic washing machine, the instrument maintains extra-high spectral resolution and one hundred‑meter spatial resolution. By analyzing intensity changes of sunlight over specific spectral bands as it passes through the atmosphere and reflects off the Earth’s surface, MUSICO identifies gas‑specific absorption features to determine gas concentrations and pinpoint individual emission sources, enabling effective monitoring of key facilities such as power plants and landfills.

Prof. SUN Dong, Secretary for Innovation, Technology and Industry of the HKSAR Government, remarked, “This HKUST led project represents Hong Kong’s first scientific payload aboard the Tiangong Space Station, a major milestone for Hong Kong in the nation’s space missions. The national 15th Five Year Plan identifies accelerating green and low carbon transition, building a space powerhouse, and achieving carbon peak as key priorities. The successful deployment of a payload autonomously developed by a Hong Kong research team on Tiangong powerfully demonstrates that Hong Kong scientists possess top tier research and technology translation capabilities in frontier fields such as aerospace technology and green low carbon science, providing the nation with high quality, verifiable scientific data to accelerate the realization of the dual carbon goals.”

Prof. Nancy IP, President of HKUST, said, “We are deeply honored that our HKUST research team can participate in scientific missions on the national space station, and we sincerely thank the nation and the HKSAR Government for their long‑standing trust and support. This project not only highlights HKUST’s accumulated strengths in aerospace engineering, satellite remote sensing, and environmental engineering, but also proves that Hong Kong’s research capabilities can make substantial contributions on the nation’s highest‑level aerospace platforms. As the world’s first lightweight high‑precision greenhouse gas point‑source detection payload, MUSICO will continue to operate on the national space station, providing autonomous, controllable, high‑reliability CO₂ and CH₄ emission monitoring data that directly support the nation’s dual‑carbon goals and provide scientific backing for the ‘Beautiful China’ initiative and global climate governance.”

President Ip added, “In recent years, HKUST has been deepening its efforts in deep‑space exploration and low‑orbit satellite technology — following the successful launch of Hong Kong’s first higher‑education satellite in 2023, we are now actively participating in the nation’s Chang’e‑8 lunar exploration mission. Looking ahead, HKUST will continue to leverage its strengths in artificial intelligence, robotics, and materials science to accelerate the translation of space‑related technologies and nurture high‑end talent, contributing to the nation’s accelerated drive to build a space powerhouse and achieve green, low‑carbon, high‑quality development.”

Prof. SU Hui, Project Lead, Chair Professor of the Department of Civil and Environmental Engineering and Global STEM Professor at HKUST, said, “The development of MUSICO involved overcoming multiple critical technical challenges — namely, how to achieve high spectral resolution, fine spatial resolution, and synergistic multi‑gas observation under strict size and weight constraints. The team conducted extensive testing and optimization in optical design, precision manufacturing, and system integration to ensure the instrument can deliver reliable, accurate greenhouse gas data over long periods under high‑speed operation and extreme space environments. Successfully integrating these key technologies into a lightweight payload represents a landmark engineering and scientific achievement, demonstrating that the technology has reached internationally advanced standards.”

Prof. ZHANG Limin, Co‑Project Lead, National Engineer Awardee and Head of the Department of Civil and Environmental Engineering at HKUST, emphasized, “MUSICO’s observational coverage spans most land and ocean areas across low‑to‑mid‑latitude regions, providing consistent and comparable greenhouse gas monitoring data for different regions. The project’s results will be shared with government agencies and research institutions, supporting scientific research and practical applications in the Guangdong‑Hong Kong‑Macao Greater Bay Area and in other parts of China. They will also provide a scientific basis for cross‑regional climate research and emission reduction efforts along the Belt and Road, contributing to the global response to climate change. This is both a vivid example of HKUST’s research strength serving national strategy and a concrete practice of Hong Kong’s research capabilities contributing to global climate governance.”
