Saudi Aramco is exploring asset sales to bolster its balance sheet as it navigates declining oil revenues and intensifies its international expansion efforts. The state-owned oil giant has engaged investment banks to propose strategies for monetising its assets, according to individuals familiar with the matter. While specific assets and banks involved remain undisclosed, the move underscores Aramco’s proactive approach to financial management amid market challenges.

The company’s net income fell by 12% to $106.2 billion in 2024, down from $121.3 billion the previous year, primarily due to lower oil prices and reduced production volumes. Consequently, Aramco plans to cut its total dividend payout by nearly a third in 2025, distributing $85.4 billion compared to $124 billion in 2024. This reduction is expected to impact Saudi Arabia’s budget, which heavily relies on Aramco’s dividends to fund its Vision 2030 economic diversification initiative.

In response to these financial pressures, Aramco is actively seeking investors for infrastructure assets in its $100 billion Jafurah gas project, aiming to become a major global natural gas player. The company intends to maintain majority ownership and operational control while attracting external investments to support development. This strategy follows previous deals, including nearly $28 billion raised in 2021 through selling 49% stakes in its oil and gas pipeline subsidiaries.

Aramco’s international expansion includes signing preliminary agreements with U.S. companies valued at up to $90 billion, encompassing sectors such as liquefied natural gas, artificial intelligence, and technology. Key deals involve a 20-year LNG purchase agreement with NextDecade’s Rio Grande LNG export project in Texas and collaborations with ExxonMobil to upgrade the Samref refinery in Saudi Arabia. Additionally, Aramco is in discussions to invest in two new refineries in India, seeking stable markets for its crude amidst increased competition from cheaper sources like Russia.

Despite the dividend cut, Aramco plans capital investments between $52 billion and $58 billion in 2025, focusing on expanding its gas capabilities and integrating its upstream and downstream businesses. The company expects potential operating cash flows of $9 billion to $10 billion from growth in its upstream gas business and $8 billion to $10 billion from its downstream business by 2030.

Aramco’s financial adjustments come amid a broader context of declining oil prices, with Brent crude trading around $70 a barrel, down from approximately $100 three years ago. The company’s performance-linked dividend has seen a significant reduction, reflecting broader struggles in the oil industry. Analysts suggest that Aramco may need to tap into debt markets to finance its dividend and capital expenditure commitments if oil prices remain subdued.

A sophisticated phishing group known as Inferno Drainer has capitalised on a recently implemented Ethereum feature to conduct large-scale wallet-draining attacks, exposing a novel vulnerability within the blockchain ecosystem. This new tactic leverages Ethereum Improvement Proposal 7702 , part of the network’s broader Pectra upgrade, which permits Externally Owned Accounts to temporarily emulate smart contract wallets during transactions.

EIP-7702 was introduced to enhance transaction efficiency and flexibility by allowing EOAs, typically controlled by individuals, to process complex batch operations usually reserved for smart contracts. However, this flexibility has opened unforeseen attack vectors that cybercriminals like Inferno Drainer are now exploiting to extract significant funds without alerting users.

The initial alert came from Scam Sniffer, a web3 anti-scam platform, which identified a wallet compromised through this method losing nearly $150,000. This incident underscores the growing sophistication of phishing techniques targeting crypto users, marking a shift from conventional scams that often rely on direct wallet hijacking or tricking users into revealing private keys.

Blockchain security expert Yu Xian, founder of SlowMist, a firm specialising in combating crypto threats, explained that Inferno Drainer’s method differs markedly from previous phishing scams. Instead of forcibly taking control of a wallet, the group operates through a delegated MetaMask wallet—one authorised under EIP-7702’s new permissions system.

This approach involves the hackers silently approving token transfers by executing a batch authorisation process. Through this mechanism, the victim unknowingly triggers an “execute” command within MetaMask, which processes malicious batch data quietly in the background, resulting in a stealthy but effective draining of tokens.

“The phishing gang uses this mechanism to complete batch authorisation operations on tokens related to the victim’s address,” Xian said, highlighting the threat’s subtlety and the challenge it poses to wallet security.

The shift towards batch authorisations was designed to streamline interactions on Ethereum by allowing users to manage multiple transactions or permissions in a single operation. Unfortunately, it also offers a cover for nefarious actors to bundle illicit commands within legitimate transaction flows, evading traditional detection methods.

Industry analysts observe that this new exploit underscores the delicate balance between innovation and security in blockchain technology. Ethereum’s continuous upgrades aim to enhance usability and scalability but often introduce complexities that can be manipulated if not carefully monitored.

Inferno Drainer has reportedly refined this phishing tactic over months, adapting to Ethereum’s evolving infrastructure. Their campaigns focus on victims who have already adopted wallets compatible with the Pectra upgrade, ensuring that the batch execution feature is active and exploitable.

The Pectra upgrade itself is a significant step forward for Ethereum, promising improved transaction throughput and user experience. Yet, as this case reveals, the implementation of powerful features without equally robust security safeguards invites exploitation. Wallet providers, particularly MetaMask, face mounting pressure to integrate advanced detection algorithms and user alerts to mitigate such silent batch authorisation abuses.

Security firms are recommending users exercise heightened caution when approving wallet transactions, especially those involving batch operations. Unlike straightforward transaction confirmations, batch authorisations may bundle multiple permissions, some of which could be maliciously crafted.

The incident also highlights the growing arms race in crypto security, where threat actors rapidly adapt to platform upgrades and exploit minor oversights or new functionalities. While blockchain’s decentralised nature offers transparency, the intricacies of smart contract and wallet interaction often elude average users, increasing their vulnerability.

MetaMask’s role in this exploit is crucial, as the wallet’s delegation and permission system under EIP-7702 allows the execution of complex commands with user consent. Experts suggest MetaMask and similar wallet developers could implement clearer prompts, disallowing batch authorisations that combine unexpected or unverified commands, thereby reducing risk.

Regulatory scrutiny around crypto security continues to intensify as attacks like those by Inferno Drainer demonstrate the potential for significant financial loss. Governments and industry bodies are increasingly focused on fostering secure protocols and pushing for better user education to counteract sophisticated phishing attempts.

Cryptocurrency exchanges and DeFi platforms may also need to review their integration with wallets supporting EIP-7702, ensuring that their transaction flows do not inadvertently facilitate or obscure malicious batch authorisations.

This emerging threat reiterates the importance of layered security measures, including hardware wallets, multi-factor authentication, and vigilant transaction monitoring. As phishing schemes grow more advanced, users must adopt a cautious stance towards authorisation requests, verifying each operation’s legitimacy, particularly when batch executions are involved.

Inferno Drainer’s exploitation of Ethereum’s latest upgrade serves as a stark reminder that innovation in blockchain technology must be matched by equally innovative security frameworks. The broader crypto community faces a critical juncture where safeguarding user assets depends on swift adaptation to both technological progress and the evolving tactics of cybercriminals.

Efforts to address such vulnerabilities are underway within Ethereum developer circles, with proposals to refine permissioning models and enhance wallet interfaces to better distinguish legitimate transactions from potentially harmful batch authorisations. Collaboration between security researchers, wallet providers, and the wider blockchain community is crucial to curtail threats exploiting the complex functionalities introduced by upgrades like Pectra.

Publicly traded Bitcoin mining companies sold 115% of their April production, marking the most aggressive monthly liquidation since late 2022. This intensified sell-off occurred despite Bitcoin reaching a new all-time high of nearly $109,500 in May, underscoring the financial strain miners face amid declining profitability metrics.

The surge in Bitcoin’s price was insufficient to offset the challenges miners encountered. Hashprice—a key indicator measuring miner revenue per unit of computing power—remained under significant pressure. Throughout April, hashprice fluctuated between $40.71 and $49.08 per petahash per second , averaging $45.46. This level is perilously close to the break-even point for many operators, particularly those utilizing older hardware models like the Antminer S19 XP and S19 Pro.

Compounding the issue, Bitcoin’s network difficulty experienced an 8.3% increase over two consecutive adjustments in April, reaching an average of 120.98 trillion. This escalation in difficulty, coupled with a modest 1.5% rise in Bitcoin’s price, further compressed miners’ margins. Additionally, transaction fees, which constitute a portion of miners’ income, remained subdued. Although there was an 8.7% month-over-month increase in transaction fees, they still accounted for only 1.34% of total block rewards, offering limited relief.

The financial pressures have prompted miners to liquidate more Bitcoin than they produce. This trend reflects the urgent need to cover operational costs, including energy expenses and equipment upgrades. The situation is exacerbated by external factors such as rising energy prices and geopolitical uncertainties, including trade tensions that threaten to increase operational costs further.

A growing chorus of lawmakers, legal experts, and digital rights advocates is calling for a comprehensive overhaul of the Bank Secrecy Act , contending that its extensive financial surveillance provisions infringe upon constitutional rights and hinder the advancement of cryptocurrency technologies.

Enacted in 1970, the BSA mandates that financial institutions report specific transactions to the federal government, aiming to combat money laundering and other illicit activities. However, critics argue that the law’s expansive reach has led to mass surveillance practices that conflict with the Fourth Amendment’s protections against unreasonable searches and seizures.

In 2023, approximately 300,000 financial institutions filed nearly 30 million BSA reports, yet only about 1,575 cases were referred for prosecution based on these filings. This disparity has raised concerns about the efficacy and proportionality of the BSA’s reporting requirements.

The rise of cryptocurrencies has intensified these debates. Digital assets, by their nature, offer users a degree of privacy and autonomy in financial transactions. However, the BSA’s current framework does not adequately address the nuances of blockchain technology, leading to calls for reforms that balance regulatory oversight with individual privacy rights.

President Donald Trump’s administration has signaled a shift in approach. In January 2025, an executive order titled “Strengthening American Leadership in Digital Financial Technology” was issued, emphasizing the promotion of digital assets and blockchain technologies. The order established the Presidential Working Group on Digital Asset Markets, tasked with developing a federal regulatory framework for digital assets and evaluating the creation of a national digital asset stockpile. Notably, the order also prohibited the establishment of central bank digital currencies , citing concerns over financial stability and individual privacy.

Despite these initiatives, critics argue that without substantive reforms to the BSA, the executive order’s goals may be undermined. They contend that the BSA’s current provisions allow for warrantless access to individuals’ financial records, a practice they believe is incompatible with constitutional protections.

Legal precedents have further complicated the landscape. In the 1976 case United States v. Miller, the Supreme Court held that individuals do not have a reasonable expectation of privacy in financial records held by third parties. This “third-party doctrine” has been a cornerstone in upholding the BSA’s provisions. However, more recent decisions, such as Carpenter v. United States in 2018, have begun to challenge the breadth of this doctrine, particularly in the context of digital data.

Advocates for reform suggest that Congress could amend the BSA to maintain its record-keeping requirements while eliminating or modifying its reporting mandates. Such changes would ensure that law enforcement agencies obtain warrants based on probable cause before accessing individuals’ financial information, thereby aligning the law with Fourth Amendment protections.

Some legislative efforts have been initiated. In the 118th Congress, Representative John Rose introduced the Bank Privacy Reform Act, aiming to reaffirm Americans’ Fourth Amendment rights in the context of financial transactions. Similarly, Senator Mike Lee proposed the Saving Privacy Act, which seeks to address concerns over mass financial surveillance. However, these bills have yet to gain significant traction.
