China’s solar manufacturing industry is under pressure as Beijing intensifies efforts to restrain aggressive pricing tactics and eliminate surplus capacity. The National Energy Administration has signalled that firms engaging in destructive price competition will face stricter oversight, while draft regulations threaten shutdowns of plants that fail to comply with energy efficiency standards.

Wang Hongzhi, head of the NEA, published a directive ordering more balanced alignment between supply and demand, with emphasis on improving quality across the solar value chain. His message highlights that continued overcapacity and “cut-throat competition” must be contained to preserve the viability of the sector.

A key focus lies in the polysilicon segment. New standards proposed by China’s Standardization Administration would require factories to meet energy consumption thresholds—6.4 kgce/kg initially, and 5.5 kgce/kg after remediation. Facilities failing to upgrade would be shut. These rules could remove about 16.4 percent of capacity, trimming effective production to roughly 2.4 million metric tons annually.

At the same time, major polysilicon producers are planning capacity cuts via a 50 billion yuan consolidation fund. That plan aims to retire roughly one-third of low-efficiency production and impose output quotas akin to those used by oil producers. The expected cutback would reduce capacity from approximately 3.25 million tons to around 2 million.

Industry ministry meetings with solar firms have escalated in frequency, with Li Lecheng of the Ministry of Industry and Information Technology reiterating the need to phase out outdated lines, raise product standards, and enforce self-discipline among companies. The government is pushing for cleaner governance, stiffer quality controls, and curbs on unfair price undercutting. Several top-tier firms—LONGi, Trina, JA Solar, GCL, and others—attended these discussions.

Financial pressures on the solar sector have been acute. In 2024, the manufacturing chain posted losses of about US$40 billion. Many firms slashed their workforce by nearly a third. Utilisation rates in polysilicon and module production have hovered near 50 percent, constraining margins. Recent easing of pricing pressures shows polysilicon prices rebounding as the market anticipates tighter supply control.

Emerging leaders in next-generation module technology may gain an edge as the sector readjusts. N-type modules—such as TOPCon and HJT types—are being seen by some manufacturers as instruments to command premium pricing and differentiate from low-cost rivals. Companies that invest early could secure advantages in both domestic and export markets.

A longer-term obstacle is aligning central directives with local compliance. Local governments have historically defended regional solar output through subsidies, land allocation, and lax enforcement. Analysts warn that meeting the central government’s expectations may prove disruptive to local industrial planning. Enforcement is anticipated to ramp over the coming months.

Binghatti Holding Limited has appointed a slate of banks to lead its first USD Reg S senior unsecured three-year green sukuk under its $1.5 billion Trust Certificate Issuance Programme. The developer, rated Ba3 by Moody’s and BB- by Fitch with both outlooks stable, has kick-started global investor calls and fixed income meetings. The mandate names Abu Dhabi Islamic Bank, Dubai Islamic Bank, Emirates NBD Capital, JP Morgan and Mashreq as Joint Global Coordinators; Abu Dhabi Commercial Bank, Ajman Bank, Arqaam Capital, Crédit Agricole CIB, First Abu Dhabi Bank, RAKBANK, Sharjah Islamic Bank and Warba Bank will act as Joint Lead Managers and Joint Bookrunners.

The green structuring is overseen solely by Mashreq, with DNV, based in Oslo, providing the Second Party Opinion on Binghatti’s Green Financing Framework. The issuance will make use of Binghatti Sukuk 2 SPC Limited under its wider Trust Certificate Issuance Programme.

Binghatti’s credit profile strengthened earlier this year when Moody’s assigned it its first ever corporate family rating of Ba3 with a stable outlook, citing its strong market position in Dubai’s luxury real estate sector, a vertically integrated model, low leverage, strong liquidity and disciplined cost controls. Shortly after, Fitch upgraded its long-term issuer default rating to BB- from B+, also citing its resilient growth, liquidity position and ability to self-fund projects through internal cash flows.

The developer’s previous sukuk issued under the same Programme—a five-year senior unsecured benchmark in August—was priced at a profit rate of 8.125%. That issuance attracted over USD 2.5 billion of orders, making it oversubscribed about five times and confirming significant demand from global and regional investors. That sukuk was dual listed on the London Stock Exchange and Nasdaq Dubai.

Ottawa has rejected about 80% of visa applications from Indian students this year, marking the highest refusal rate in over a decade, according to data from Immigration, Refugees and Citizenship Canada and other analyses. The drop in approvals reflects sweeping policy changes by Canadian authorities, including increased financial requirements and tighter scrutiny of student credentials.

IRCC numbers show that during January to April, only 43% of study permit applications were approved overall. In contrast, work permit applications saw about a 69% approval rate in the same period.

Indian applicants have borne the brunt of this shift. BorderPass data cited by multiple outlets reports that in the second quarter alone, four out of five Indian student permit applications were refused. Canada has also raised the proof-of-funds requirement: as of September 1, international students must now show CA$22,895 in financial backing.

Educators and students are reacting to this change as more than procedural. The 2025 cap on study permits stands at 437,000—roughly 10% below the 2024 level. Countries such as Germany are emerging as preferred alternatives: surveys and reports indicate its share of Indian student interest has climbed to about 31%, overtaking Canada. Canada’s popularity among Indian applicants has reportedly fallen from 18% in 2022 to 9% in 2024.

Officials justify the stricter stance by pointing to domestic strains. Housing shortages, stretched infrastructure, political pressure to prioritise local talent, and concerns about fraudulent college admissions have all been cited. IRCC and immigration experts say increasing financial thresholds, more detailed study plans and higher language standards are among the new hurdles for applicants.

The effects are being felt sharply. Indian students, many of whom viewed study in Canada as a pathway to permanent residence, are reassessing options. Families facing sunk costs in application fees, language tests, travel, and preparations are now especially vulnerable. Educational institutions that depend on international tuition are also under pressure. Smaller colleges in particular fear that fewer foreign students will hurt viability.

Sharjah has recorded capital inflows of $1.5 billion in foreign direct investment during the first half of 2025, marking a 361 percent rise compared to $325 million in the same period last year. The emirate also saw 74 new FDI projects, and 2,578 jobs created, a 45 percent increase from H1 2024.

Growth has been strongest in consumer products, food & beverage, business services, and industrial equipment. The consumer products sector led in investment, with project numbers rising by 53 percent and capital spend increasing by 188 percent. Food & beverage saw project volume more than double, while job creation in that sector rose by about 25 percent. Business services posted the biggest leap in employment—about 1,100 percent—alongside a 500 percent jump in project activity. Industrial equipment saw a 100 percent increase in projects and a 45 percent rise in capital investment.

Officials attribute the surge to government strategy that emphasises strong infrastructure, regulatory flexibility, and investment in human capital. Sheikha Bodour bint Sultan Al Qasimi, Chairperson of the Sharjah Investment and Development Authority, said the figures represent more than statistics—they mark improved livelihoods and sustainable value for the community. Mohamed Juma Al Musharrkh, CEO of Invest in Sharjah, pointed to Sharjah’s integrated policy framework and robust investment climate as central to building investor trust.
