Larsen & Toubro is set to expand its data centre footprint to 32 megawatts by the end of March, commissioning 18 MW of new capacity as the engineering major sharpens its focus on digital infrastructure alongside emerging opportunities in green hydrogen and semiconductors.

The additional capacity will lift the group’s operational data centre load from the existing 14 MW, marking a decisive step in a segment that has become a core pillar of its technology-led growth strategy. The commissioning is scheduled to be completed before the close of the financial year, aligning with strong demand from cloud service providers, hyperscalers and large enterprises accelerating their migration to outsourced digital infrastructure.

Larsen & Toubro has steadily built its data centre business over the past few years, leveraging its engineering, procurement and construction capabilities to develop facilities that meet high standards for power efficiency, uptime and scalability. Executives have previously indicated that the group’s focus is on delivering carrier-neutral and hyperscale-ready campuses in key metros, where demand continues to outpace supply despite a wave of new announcements by domestic and global operators.

Industry estimates show that data consumption growth, artificial intelligence workloads and stricter data localisation norms are driving sustained investment in capacity across Asia. India remains one of the fastest-growing markets in this space, with several multinational cloud companies committing to expand their presence. Against this backdrop, L&T’s move to lift capacity by more than double underscores its intention to be a long-term player rather than a peripheral builder.

The data centre expansion is being pursued alongside the company’s ambitions in newer industrial segments. L&T has signalled that it is actively pursuing orders related to electrolysers, a critical component for producing green hydrogen, as governments and industrial groups accelerate decarbonisation plans. Electrolyser manufacturing and deployment are viewed as strategic areas where the company’s heavy engineering background can be translated into repeatable, export-oriented businesses.

Management has also reiterated interest in the semiconductor ecosystem, particularly in supplying equipment, engineering services and infrastructure for chip fabrication and assembly units. While L&T is not positioning itself as a chipmaker, it aims to capture value across the supply chain as multiple semiconductor projects move from proposal to execution stages. The company has indicated that it is evaluating opportunities linked to cleanroom construction, precision engineering and advanced manufacturing systems required by chip plants.

Analysts tracking the capital goods sector note that diversification into data centres and clean energy-linked manufacturing provides a hedge against cyclicality in traditional infrastructure spending. Order inflows from transport, hydrocarbons and power transmission remain important for L&T, but newer verticals are expected to deliver higher margins and longer visibility once scale is achieved.

The data centre business, in particular, benefits from predictable long-term contracts and rising demand for energy-efficient facilities. Power availability and cooling efficiency have become critical differentiators as operators seek to control operating costs and meet sustainability targets. L&T has highlighted its emphasis on optimised designs, modular construction and integration of renewable energy where feasible, in response to customer requirements.

From a financial perspective, the 18 MW commissioning is not expected to materially strain the balance sheet, given the group’s strong cash flows and diversified revenue base. The company has historically funded growth through a mix of internal accruals and selective partnerships, and similar structures are being explored for digital infrastructure projects to manage risk and accelerate execution.

Market participants also point to the broader ecosystem benefits of large data centre builds, including demand for electrical equipment, cooling systems, specialised construction and long-term maintenance services. This creates opportunities for L&T to cross-leverage capabilities across its subsidiaries and verticals, reinforcing the strategic rationale behind the expansion.

HONG KONG SAR – Media OutReach Newswire – 5 February 2026 – The national “15th Five-Year Plan” recommendation has clearly identified the “AI+” initiative as a core strategic deployment. The Ministry of Industry and Information Technology (MIIT) has also positioned artificial intelligence (AI) as a key development direction for new productive forces. The HKSAR Government is actively aligning with national policies, and the 2025 Policy Address emphasises AI as a core industry for Hong Kong’s future development.

To expand AI application scenarios and enhance enterprises’ competitiveness, the Hong Kong Productivity Council (HKPC) is hosting the inaugural “AI with HKPC” Smart Solutions Showcase Series, which officially opens today. Professor SUN Dong, Secretary for Innovation, Technology and Industry, HKSAR Government, and the Hon Sunny TAN, Chairman, Hong Kong Productivity Council, officiated at the opening ceremony, underscoring the Government’s and the industry’s shared determination to drive the broader adoption of AI applications. Registration for the event has been enthusiastic, with over 3,000 representatives from the Government, industry, academia and research communities expected to attend, reflecting the “AI for all” trend and strong market demand for digital solutions.

The three-day event focuses on three major themes, including empowering SMEs, digitalised education, and smart property, showcasing nearly 100 ready-to-deploy AI solutions covering diverse scenarios such as operations management, customer interaction, school administration and teaching, and building maintenance. It marks AI’s shift from concept demonstrations to real-world deployment, injecting practical momentum into Hong Kong’s new industrialisation and smart city development.

Professor SUN Dong, Secretary for Innovation, Technology and Industry, HKSAR Government, said: “AI is transforming the world at an unprecedented pace. Hong Kong, with its unique strengths in research foundation, international talent pool and open market environment, provides the ideal soil for advancing the industrialisation of AI. The HKSAR Government has been promoting the development of AI in a comprehensive manner across research, computing power, data, talent and funding. HKPC also actively assists enterprises in mastering AI technologies and enhancing AI governance, not only laying a solid foundation for application by businesses, but also nurturing digitally skilled talent with a vision for the future and driving the continuous upgrading of industries. HKPC has long supported and worked closely with the HKSAR Government in advancing innovation and technology development. Let us continue to work hand in hand and seize opportunities, and jointly propel Hong Kong to become a leading pioneer of smart transformation in Asia”.

The Hon Sunny TAN, Chairman of Hong Kong Productivity Council, said: “HKPC actively responds to the national ’15th Five-Year Plan’ recommendation and fully supports the HKSAR Government’s direction of promoting the deep integration and application innovation of AI across various industries. This showcase aims to build a transformation bridge from ‘seeing’ to ‘doing’, not only demonstrating the broad potential of AI technologies, but also providing actionable and scalable pathways to help enterprises extend pilot projects into full-scale deployment, thereby realising AI-driven industry transformation.” He further noted, “As AI adoption accelerates, robust cyber security protection is the foundation for responsible AI use. According to the latest report from the Hong Kong Computer Emergency Response Team Coordination Centre, local cyber security incidents in 2025 rose by 27% year-on-year, reaching a record high. HKPC will continue supporting enterprises in building a secure and trustworthy AI application environment, so the industry can innovate with confidence and transform with assurance.”

The “AI with HKPC” Smart Solutions Showcase Series focuses on four common pain points enterprises face during AI transformation, which is “integration challenges, insufficient funding, security concerns, and talent shortage”. Guided by the philosophy of “technology as a bridge, industry as the foundation,” HKPC promotes the popularisation and industrialisation of AI applications. Through the showcase, local SMEs can gain deeper understanding of practical AI use cases across business operations, while also accessing a series of technical solutions and services. HKPC’s self-developed multipurpose AI platform “HKPC Picasso,” aims to respond to the “integration challenges” commonly faced by most enterprises in AI transformation, with “ease of use” as the core concept, providing an end-to-end and executable AI transformation support system for the common needs of different industries. It currently offers six large language model (LLM) modules, over 30 commonly used functional modules, and around 40 applications, supporting rapid development and deployment of smart solutions. This significantly lowers development costs and technical barriers, enabling enterprises to deploy and launch customised AI systems within several weeks. The platform makes AI more accessible, empowering SMEs to kick-start smartification transformation with ease.

HKPC also provides AI Governance and Testing Services to help enterprises address “security concerns”. The services cover AI governance framework design, ethics and compliance review, data privacy assessment, AI content and model security testing, as well as enhancements to model transparency, supporting enterprises in optimising AI systems to meet international standards and establishing a sustainable and responsible AI application framework. In addition, to tackle the “talent shortage” pain point, HKPC offers supporting AI-related training courses to strengthen enterprises’ understanding and practical capabilities in AI application. This helps build a solid foundation for AI transformation while ensuring safety, compliance and public trust throughout technological development.

“AI with HKPC” Nearly 100 Hands-on, Ready-to-Deploy AI Use Cases Across Three Themes

  • Sales after nine months up on previous year, increasing by some 6.1 percent
  • Adjusted EBITDA considerably better than in previous year – efficiency measures having a clear impact
  • Incoming orders down on previous year, as expected, due to underlying economic conditions and absence of drupa effect
  • Successful positioning in security, defense, and energy technologies
  • Full-year forecast confirmed despite challenging environment

HEIDELBERG, GERMANY – News Aktuell – 5 February 2026 – After nine months of financial year 2025/26 (April 1 to December 31, 2025), developments at Heidelberger Druckmaschinen AG (HEIDELBERG) are in line with expectations. The company has achieved a considerable improvement in its profitability and is also resolutely pressing ahead with its strategic transformation, moving into new areas of business that are enjoying strong growth. Notwithstanding the challenging environment, sales after three quarters climbed to € 1,602 million – some 6.1 percent higher than the previous year’s figure of € 1,509 million – despite negative exchange rate effects amounting to around € 44 million compared with the equivalent period of the previous year. Business in Europe and with packaging and label printing presses saw particularly positive development during this period. At € 617 million, the sales figure for the third quarter was around 4 percent higher than in the equivalent quarter of the previous year and continued the quarter-on-quarter sales growth so far in the current financial year.

The HEIDELBERG Customer Portal is already the digital control center for over 3,000 print shops worldwide – a figure that is set to keep on growing.
The HEIDELBERG Customer Portal is already the digital control center for over 3,000 print shops worldwide – a figure that is set to keep on growing.

The adjusted operating result (EBITDA) after nine months increased significantly to € 114 million (adjusted figure for equivalent period of previous year: € 86 million) and the adjusted EBITDA margin improved considerably to 7.1 percent (equivalent period of previous year: 5.7 percent). Implementation of the personnel and efficiency measures envisaged in the plan for the future is having a clear impact. For example, production costs and total working costs improved compared with the corresponding period of the previous year. The personnel cost ratio was lower than in the first nine months of the previous year, falling to 36 percent (equivalent period of previous year, adjusted for special items: 39 percent). The company is expecting personnel costs as a whole to remain below the previous year’s figure for the rest of financial year 2025/26.

Incoming orders after nine months totaled € 1,628 million (previous year: € 1,823 million). Allowing for the fact that drupa resulted in the previous year being very strong, they were therefore in line with expectations. During the reporting period, the company saw a significant impact from negative exchange rate effects amounting to some € 46 million. Incoming orders in the third quarter stood at € 517 million (corresponding quarter of previous year: € 550 million). The development of incoming orders in the third quarter was particularly positive in the Americas Region, where they were up 17 percent on the equivalent quarter of the previous year.

HEIDELBERG pressing ahead with strategic transformation and tapping into new growth markets

Despite a market environment that remains challenging, HEIDELBERG is consistently pursuing its strategic transformation. Based on its strong industry and systems expertise, the company is systematically tapping into additional markets in the areas of defense, security, energy, charging infrastructure, and industrial system solutions. One key aspect of this process is combining all relevant activities under HD Advanced Technologies GmbH. This strategic further development is building HEIDELBERG a stronger future and opening up long-term growth opportunities.

In the HEIDELBERG Technology segment, sales after nine months totaled € 42 million – slightly higher than the previous year’s figure of € 41 million. Even though the development of sales is moderate at present, the strategic measures that have been initiated provide a basis for HEIDELBERG Technology to potentially make a much bigger contribution to business as a whole. In particular, the continuing strategy of tapping into new industries and the creation of new business models are raising expectations of a positive sales trend in the coming years.

“The measures we have initiated are confirmation of our growth plan,” says Jürgen Otto, CEO of Heidelberger Druckmaschinen AG. “Both strategically and operationally speaking, HEIDELBERG is extremely well positioned to actively hone this plan and leverage additional opportunities in dynamic future markets,” he adds.

Core business lays foundations for transformation

At the same time as new areas of business are being unlocked, the company’s core business is also developing robustly. In the Print & Packaging Equipment segment, HEIDELBERG is benefiting from its strong market position in packaging and label printing. In the reporting period, this segment’s sales increased to € 804 million (previous year’s figure: € 705 million). In the Digital Solutions & Lifecycle segment, the company is further expanding its role as a systems integrator – with hybrid printing, software, and service solutions as part of a digital ecosystem. In this segment, HEIDELBERG achieved nine-month sales of € 755 million (previous year’s figure: € 763 million).

“Our strength lies in the intelligent way we combine presses, software, and service operations,” says Dr. David Schmedding, Chief Technology & Sales Officer. “By specifically expanding our digital printing portfolio and launching new high-performance systems such as the Jetfire 75, we are creating additional growth potential – both in our core business and beyond,” he emphasizes.

The free cash flow of HEIDELBERG after three quarters was € -81 million, an improvement on the previous year (equivalent period of previous year: € -97 million). As expected, however, it was still negative. This is due to the Polar acquisition and restructuring costs in the high single-digit million-euro range. The net result after taxes of € 17 million after nine months represented a significant increase (corresponding period of previous year: € -42 million).

Full-year forecast confirmed despite challenging environment

The company is confirming its forecast for financial year 2025/26. A healthy order backlog, the current efficiency measures, and systematic implementation of the strategy are laying the foundations for achieving its targets. In view of macroeconomic developments, taking into account the various opportunities and risks, and assuming the global economy does not see weaker growth than predicted by the relevant institutions, the company is expecting sales of around € 2,350 million in financial year 2025/26 (2024/25: € 2,280 million). Cochin International Airport Ltd has begun the procurement process for hydrogen fuel cell electric buses, positioning the Kochi hub to operate what is being described by officials as the country’s first airport-based fleet powered entirely by hydrogen. The move places ground transport at the airport within a wider transition to low-emission mobility and aligns with Kerala’s push to build a hydrogen ecosystem tied to national climate and energy goals.

The plan covers the purchase and operation of three hydrogen fuel cell buses to handle airside passenger movement, a segment traditionally dominated by diesel vehicles. Airport authorities say the buses will be deployed on routes linking terminals and remote aircraft bays, where stop-start driving and idling make emissions reductions particularly challenging. The project is being executed by Cochin International Airport through its airport operating company, which has already gained global attention for running entirely on solar power.

The initiative forms part of the Kerala Hydrogen Valley programme, a state-led framework intended to aggregate demand, anchor pilot projects and attract private investment into hydrogen production, storage and end-use. State officials describe the airport deployment as a visible demonstration use case that can validate hydrogen technology in public transport settings and reduce perceived risk for other operators. The hydrogen valley concept is designed to link generation from renewable sources with consumers such as mobility providers, ports and industrial users, building scale over time rather than relying on isolated pilots.

At the national level, the project sits under the National Green Hydrogen Mission, which targets the creation of a domestic hydrogen market and seeks to lower the cost of green hydrogen through incentives, demand aggregation and infrastructure support. The mission, backed by the Government of India, prioritises applications where hydrogen can displace fossil fuels in hard-to-abate sectors, including transport, fertilisers and refining. Aviation ground operations have emerged as a promising niche because fleets are centrally managed and refuelling can be controlled within secure perimeters.

Airport officials say the buses under procurement will be fuel cell electric vehicles, generating electricity onboard through a chemical reaction between hydrogen and oxygen, with water vapour as the only tailpipe emission. Compared with battery-electric buses, hydrogen vehicles offer faster refuelling and longer range, features considered important for continuous airport operations. The buses will require dedicated refuelling infrastructure within the airport campus, and plans include on-site safety systems and training for personnel handling hydrogen.

Industry analysts note that hydrogen mobility in the country remains at an early stage, with high vehicle costs and limited refuelling networks acting as constraints. Fuel cell buses can cost several times more than diesel equivalents, and the economics depend heavily on access to competitively priced green hydrogen. Kerala’s approach has been to pair demand-side pilots with efforts to scale renewable-powered hydrogen production, reducing reliance on imported fossil fuels while addressing local air quality concerns.

Kochi airport’s history of renewable adoption has been cited by policymakers as a reason it was selected for the hydrogen bus deployment. The airport became the first fully solar-powered airport in the world and has since expanded its renewable portfolio, including battery storage and electric vehicle charging for landside transport. By extending decarbonisation to airside mobility, the airport is attempting to address a segment that contributes to operational emissions but often receives less public scrutiny than aircraft themselves.

Transport experts caution that the success of the hydrogen buses will depend on operational reliability and lifecycle emissions, not just tailpipe performance. Green hydrogen must be produced using renewable electricity to deliver meaningful climate benefits, and storage and distribution losses need to be minimised. Safety protocols will also be closely watched, given hydrogen’s flammability, although proponents point out that fuel cell vehicles have been operating in several countries under stringent standards.

The Kochi deployment is being monitored by other airports and urban transport authorities exploring alternatives to diesel. Several metropolitan transport agencies have trialled electric buses, while hydrogen has so far been limited to a handful of demonstration projects in public transport. If the airport fleet performs as expected, officials believe it could accelerate adoption in other controlled environments such as ports, logistics hubs and industrial campuses.

UAE and India have moved to deepen cooperation in civil aviation as senior officials reviewed capacity, connectivity and regulatory coordination, underlining the scale and strategic importance of one of the world’s busiest air travel corridors. The discussions highlighted sustained growth in passenger flows and the need to align policy, infrastructure and airline strategies to keep pace with demand.

Speaking during the engagement, Abdulla bin Touq Al Marri, Minister of Economy of the United Arab Emirates, said air traffic between the UAE and India continues to show strong momentum, with around 1,231 direct flights operating each week between cities in both countries. Those services are spread across multiple carriers and hubs, reflecting the depth of commercial, tourism and people-to-people ties that underpin the aviation relationship.

The scale of connectivity has few parallels globally. The UAE serves as a critical transit and destination market for travellers from India, while Indian cities form the largest single source of international passengers for UAE airports. Industry data indicates that traffic has surpassed pre-pandemic benchmarks on several routes, driven by a rebound in business travel, a sustained flow of expatriate workers, and rising leisure demand in both directions.

Officials discussed measures to ensure that bilateral air services arrangements remain responsive to market realities. Capacity management, slot allocation at congested airports, and coordination on safety and security standards featured prominently. There was also a focus on ensuring that regulatory processes keep pace with airline expansion plans, particularly as carriers introduce new wide-body aircraft and add frequencies to secondary cities.

Bin Touq noted that aviation cooperation has spillover benefits for wider economic engagement, supporting tourism, trade in services and cargo connectivity. Air freight was identified as a growing pillar, with belly-hold capacity on passenger aircraft playing an increasing role in moving high-value and time-sensitive goods, including pharmaceuticals, electronics and perishables.

From the Indian side, officials emphasised the importance of predictable access to UAE hubs for carriers as they scale up international operations. India’s airport expansion programme, which has added new terminals and greenfield airports across several states, is expected to unlock further growth in outbound travel. That expansion has altered traffic patterns, enabling more direct international services from tier-two and tier-three cities, many of which already have links to the UAE.

Airlines operating on the corridor include network carriers and low-cost operators, creating a competitive landscape that has helped keep fares in check while expanding choice. The presence of multiple hubs in the UAE has also diversified routing options, strengthening resilience during peak travel periods and operational disruptions.

Beyond capacity, the talks addressed cooperation on sustainability and workforce development. Both sides acknowledged mounting pressure on the aviation sector to curb emissions and improve fuel efficiency. While sustainable aviation fuel remains limited in supply and expensive, officials discussed the importance of policy alignment, pilot projects and knowledge sharing to accelerate adoption over time.

Training and skills were another area of interest, as airlines and airports face shortages of pilots, engineers and air traffic management professionals. Partnerships between training institutions and recognition of certifications were flagged as practical steps to ease bottlenecks without compromising safety standards.

Technology and digitalisation also featured, with attention on passenger processing, biometric systems and data sharing to improve the travel experience. As passenger volumes rise, authorities are seeking to reduce congestion through smarter border controls and interoperable systems that can be scaled across airports.

The civil aviation dialogue sits within a broader economic partnership that has deepened over the past two years, including trade and investment initiatives across manufacturing, energy and digital services. Aviation remains a visible barometer of that relationship, given its sensitivity to economic cycles and consumer confidence.

AI-related Attacks and Supply Chain Risks Emerge as Top Concerns Nearly 30% of Enterprises Lack Dedicated Cybersecurity Personnel

HONG KONG SAR – Media OutReach Newswire – 28 January 2026 – The Hong Kong Computer Emergency Response Team Coordination Centre (HKCERT), under the Hong Kong Productivity Council (HKPC), today hosted a media briefing to officially release the annual “Hong Kong Cybersecurity Outlook 2026”. The report reveals that cyberattacks have become more automated, targeted, and destructive with the rapid proliferation of Artificial Intelligence (AI) technologies, posing significant threats to business operations and information security. A record high 15,877 cybersecurity incidents were recorded in Hong Kong in 2025, marking a 27% year-on-year increase. The report also highlights five key cybersecurity risks expected to emerge in 2026, mainly under AI-related threats and supply chain vulnerabilities.

HKCERT also released the findings of the “Hong Kong Enterprise Cybersecurity Landscape”, which analyses the current state of local enterprises’ cybersecurity defences and resource allocation in the face of cyber risks. The study covered 622 enterprises (including 544 SMEs and 78 large enterprises) and interviewed 50 cybersecurity service providers to assess the key factors businesses consider when selecting cybersecurity services. The findings reveal that nearly 70% of enterprises have dedicated cybersecurity personnel, showing the increasing importance local businesses place on cybersecurity. Many SMEs have also begun strengthening their security measures, demonstrating a proactive awareness of cyber threats. However, they were behind large enterprises in terms of technology deployment and resource allocation. Moreover, around 35% of businesses using AI would enter corporate data into AI tools, suggesting that there is still room for improvement in local overall defence capabilities and AI governance awareness.

Mr Edmond LAI, Chief Digital Officer of HKPC, stated, “The proliferation of AI can drive innovation, but it can also become a powerful tool for hackers, making cyber threats stealthier and more scalable. Our report indicates a lack of governance in corporate use of AI tools. In particular, the limited resources and knowledge of SMEs may limit their full understanding of the potential risks involved. Moreover, supply chain attacks have become the weakest link in enterprise security, where a single vendor’s vulnerability can trigger a chain reaction of crises, even if the enterprises have robust protective measures. To address these challenges, enterprises must shift from passive response to proactive deployment, starting with establishing clear AI usage guidelines and audit mechanisms, and deeply integrating them into the overall cybersecurity strategy”.

Overview of Cybersecurity Incidents in 2025:

Phishing Accounts for Nearly 60% – Record-High Number of Cases

According to the latest statistics from HKCERT, a total of 15,877 cybersecurity incidents were reported in 2025, marking a new record high. Among them, phishing attacks remained the most prominent threat, accounting for nearly 60% (57%) of total cases. The rise of generative AI has made phishing messages increasingly realistic and harder to detect, further amplifying the associated risks. Attack delivery methods have expanded beyond traditional email to social media or instant messaging platforms (such as WhatsApp) (34%) and cryptocurrency platforms (18%).

In parallel, cases involving vulnerable systems also saw a sharp increase, with 2,328 incidents (15%), representing a more than 3.5-fold rise compared to the previous year. This suggests that attackers are actively exploiting misconfigurations and unpatched system vulnerabilities. Meanwhile, botnet-related incidents remained steady at 18%. While stable in number, botnets are notoriously difficult to eradicate completely, representing a long-term latent threat.

Top 5 Cybersecurity Risks in 2026

Based on industry expert analysis and HKPC’s ongoing research into the local business environment, and considering industry trends and technological developments, HKCERT predicts that the following five cybersecurity risks will pose significant challenges to businesses in 2026:

  1. AI-Driven Attacks and Agentic AI Risks
  2. Weak AI Governance of Enterprises Increases Data Leakage Risks
  3. Supply Chain Vulnerabilities and Third-Party Security Gaps
  4. Over-Reliance on Cloud Infrastructure Creates Single Points of Failure
  5. Emerging Threats from AI-Enabled Devices

30% of Enterprises Lack Dedicated Cybersecurity Staff, SMEs Lag in Defense and Investment

“The Hong Kong Enterprise Cybersecurity Landscape” reveals nearly 70% of enterprises have dedicated cybersecurity personnel, showing the increasing importance place on cybersecurity. By company size, 67% of SMEs have personnel responsible for cybersecurity, and 95% of large enterprises do. Among them, 26% of SMEs have dedicated cybersecurity personnel, which is lower than the 59% of large enterprises, reflecting different challenges in resource allocation and professional support for companies of different sizes.

Many SMEs have already implemented basic protective measures, such as 48% of SMEs have adopted email security, but there is still room for improvement when compared to the 79% of large enterprises. For Privileged Access Management (PAM), 29% of SMEs are employed, which is still lower than 60% of large enterprises. The figure on using Advanced cybersecurity practices, such as Remote Access Security Measures (SMEs 31% vs 67%), also reflects that SMEs still need support in promoting technological upgrades, especially when data security is increasingly important today, the protection of SMEs of all sizes cannot be ignored.

Regarding investment and resource allocation, SMEs are generally cautious in their investment, but some companies have gradually increased their investment in cybersecurity and training. In the past year 13% of SMEs increased cybersecurity-related resources (including staff and tools), and 12% invested more resources in cybersecurity training. In comparison, the proportions for large enterprises were 41% and 50%, respectively. Looking ahead to the next 12 months, SMEs are relatively conservative in their plans for increasing resources — no matter in recruitment of cybersecurity personnel (SMEs 5% vs 15%), training (SMEs 13% vs 38%) and budget (SMEs 13% vs 36%). However, as cyber threats evolve, it is believed that enterprises will gradually increase their related investments to strengthen their overall defense capabilities.

HKCERT’s Five Key Recommendations: Helping Enterprises Build Effective Cyber Defenses

HKCERT has outlined five key recommendations to help enterprises strengthen their cybersecurity posture:

  1. Assigning Personnel for Cybersecurity: Enterprises should assign employees with basic cybersecurity knowledge to be responsible for daily monitoring and response work, with clear division of responsibilities to ensure timely response to emergencies.
  2. Promoting AI Governance and Regulation: As the application of AI tools and third-party platforms becomes increasingly widespread, enterprises should formulate relevant policies and operational guidelines, clearly specifying the available tools and scope of data input, as well as procedures for responding to third-party incidents, to minimise operational and reputational risks.
  3. Collaborative Efforts of All Staff to Prevent Phishing Attacks: Enterprises should adopt both technical measures (such as email filtering and multi‑factor authentication) and an organisation‑wide security culture to jointly defend against phishing attacks. This helps enhance each employee’s ability to identify suspicious emails and links, thereby reducing the risk of data leakage.
  4. Enhance Cybersecurity Awareness and Training across all Staff: Cybersecurity is a shared responsibility across the entire organisation. Enterprises should regularly provide targeted security training for different departments—especially for roles that handle sensitive data—and strengthen incident response capabilities through simulation exercises and case‑based learning to reduce human error.
  5. Strengthen Technical Protection Measures: Enterprises should implement essential cybersecurity technologies, including:
    • Email security and access‑rights control
    • Data protection measures (such as encryption and backup)
    • Remote access security measures mechanisms (such as VPNs and identity authentication)
    • Proactive security solutions (such as intrusion detection and firewall monitoring)

As cyber threats grow increasingly complex and attack techniques become more advanced, enabling SMEs to effectively deploy cybersecurity defences has become a shared responsibility across society. In addition to operating a 24-hour incident reporting and supporting hotline, HKCERT continuously monitors local online activities. When cyberattacks targeting Hong Kong are detected, it proactively traces and disrupts the source and issues timely public alerts. In recent years, HKCERT has also leveraged self‑developed AI systems to take down phishing websites in advance, preventing incidents before they occur. To strengthen preventive measures and promote education among SMEs, HKCERT has published multiple security guidelines addressing emerging technology risks, helping technical personnel understand and adopt appropriate protection strategies. At the same time, HKCERT actively promotes cybersecurity awareness through a dedicated webpage on in‑depth analysis of major phishing and ransomware attacks, as well as by organising large‑scale public events and participating in over 30 seminars annually.

Since last year, HKCERT further acted as a bridge between SMEs and cybersecurity service providers to launch the Cybersecurity Service Providers Connect Programme with Digital Policy Office. The Programme offers a one-stop platform that brings together 21 vetted cybersecurity service providers, covering four key areas, including Internet Security Solutions, Cybersecurity Assessment Services, Managed Security and Incident Response Services, and Cybersecurity Training Services. It helps SMEs quickly identify suitable solutions and strengthen their cyber defence capabilities. The Programme will continue to enhance its services, promote resource sharing, and collaborate with the industry to build a safer digital business environment.
