300+ AI Applications Delivering Surges in Core Metrics and Annual Cost Reduction of Over CNY100 Million (Approx. US$15 Million)

NANJING, CHINA – Media OutReach Newswire – 26 October 2026 – Nanjing Iron & Steel Co., Ltd. (NISCO) has worked with Huawei and ecosystem partners to commercially deploy the world’s first steel model powered by swarm intelligence—the YuanYe Steel Large Model (YuanYe)—across multiple scenarios at scale. This helps NISCO transition its core operations from relying on experience to being powered by data and intelligence collaboration.

NISCO's intelligent operations center that covers the widest business range in the industry and uses 5-dimensional digital twins to deliver integrated production and operations management across spaces, boundaries, organizations, and equipment
NISCO’s intelligent operations center that covers the widest business range in the industry and uses 5-dimensional digital twins to deliver integrated production and operations management across spaces, boundaries, organizations, and equipment

As a traditional manufacturer navigating the challenges of transformation and cost efficiency, NISCO has built a robust digital and intelligent foundation by adopting industry-leading products including Ascend, Kunpeng, Huawei Cloud Stack, and Pangu models. By embedding AI into every core stage of production—ironmaking, steelmaking, rolling, and quality inspection—NISCO is forging green and high-end AI-powered super steel plants.

Unlike general-purpose monolithic models, YuanYe innovatively fuses multiple AI models with the steel industry’s metallurgical mechanism models to create a dual-drive, multi-model cluster architecture. This architecture features a “right brain” for probabilistic computing and a “left brain” for precise and scientific decision-making. Powered by massive amounts of sensing data aggregated from millions of operational technology (OT) data points across 26 business domains, NISCO has achieved real-time digital twin mapping within its intelligent operations center, laying solid data and scenario foundations for YuanYe. This enables the entire steelmaking process to become not only visible, but also capable of precise control and intelligent assessment. Now 100% of NISCO’s key equipment is connected and digitally controlled and its new product R&D cycles have been shortened by 50%, reducing annual costs by over CNY100 million (approx. US$15 million).

As the model continues to iterate, NISCO had launched 25 business agents by October 2026. These agents cover a wide range of scenarios, from visual quality inspection and process optimization to production scheduling and operations management, setting a new benchmark for digital and intelligent steel transformation.

Breakthroughs in four core scenarios: YuanYe redefines traditional operations for significant safety, efficiency, and quality gains

  • In the ironmaking stage, AI makes traditionally invisible blast furnaces transparent. YuanYe leverages blast furnaces’ internal sensor data and metallurgical mechanism analysis to perform real-time dynamic simulations of the ironmaking process. Assisted by furnace temperature prediction and health diagnosis models, furnace operators can predict temperatures and identify issues two hours in advance, with over 90% accuracy. This shifts furnace operations from reactive post-event remediation to proactive pre-control, increasing prime-grade molten iron yield by over 10% while significantly cutting unit energy consumption.
  • In the rolling stage, AI drives precise predictions and codifies expert experience to enhance the operational stability of steel rolling and secure leadership in product quality. To tackle the highly dynamic and complex operating conditions during the rolling process, YuanYe’s rolling-force prediction model achieves millisecond-level response, narrowing the thickness tolerance to ±0.2 mm and reducing the steel thickness deviation to 1.9% to reach a world-leading standard. The rolling-force hit rate has jumped from 88% to 98%, supporting a steady annual output of over 2.5 million tons of steel plates and increasing the overall yield rate by 0.5%. Enhanced dimensional precision and physical-chemical stability allow NISCO’s products to meet demanding steel specifications across diverse applications, ranging from mega stadiums and oil pipelines to 10,000-ton cruise ships and LNG storage tanks.
  • In quality inspection, the synergy between robots and AI models serves as a discerning “eagle eye”, doubling metallographic inspection efficiency. During metallographic inspection for finished steel, the integrated smart metallographic inspection system built on YuanYe has achieved full-process automation, covering sample grinding and polishing, image acquisition, and smart grading. Inspection accuracy has risen to over 95%, while per-sample inspection time has been shortened from 10 minutes down to 3–5 minutes. This 80% increase in overall inspection efficiency frees human operators to focus on anomaly analysis and high-level decision-making.
  • In the energy and environmental control stage, NISCO leverages the YuanYe architecture to develop the S-Link Intelligent Agent for Gas and Flue Gas Sulfur Control. Integrating 602 process parameters alongside multi-modal image and knowledge capabilities, the agent achieves a smart closed loop across source prediction, process optimization, and end-of-pipe compliance. By combining mechanism inversion with time-series forecasting, it issues precise sulfur-risk warnings one hour in advance, achieving a sulfur prediction accuracy of over 95%. Operational optimization algorithms then calculate the optimal gas blending scheme within seconds. Finally, game-theoretic models dynamically allocate emission quotas, slashing natural gas co-firing consumption by nearly 50%. This has reduced downtime caused by emission exceedance by over 25%, and delivered more than CNY600,000 (approx. US$90,000) in annual economic benefits—securing both environmental compliance and drastic cost reduction.

From automating labor to empowering people: Defining a new paradigm of inclusive AI

Li Jinyan, General Manager of the Digital and Intelligent Integrated Development Department and Director of the AI Research Institute at NISCO, said: “Digital and intelligent transformation is inherently human-centric. Its purpose is not to replace people, but to unleash human potential. Our goal is to lift employees out of the endless sea of data, empowering them to direct their creative energy toward work of higher value.” To date, NISCO has deployed over 300 AI models across its plants, alongside more than 1,000 low-code agents and lightweight applications built independently by frontline employees.

As Cheng Yongfu, Senior Industrial Solution Expert at Huawei’s Steel & Non-ferrous BU, noted: “The real value of industrial AI can only be realized when it expands from single-point applications to comprehensive integration with production, operations, and management, which can unlock sustained, scalable empowerment.”

Looking ahead, as model deployment expands and computing demands continue to grow, NISCO will team up with Huawei and other partners to explore the construction of dedicated data centers for smart steel plants. Centered on the AI-native three-tier architecture (AI-native OS, AI-native factory, and AI-native enterprise) and powered by the YuanYe model, NISCO is accelerating high-quality steel development, aiming to provide a replicable and scalable benchmark for the digital and intelligent transformation of the global steel and manufacturing industries.

Joint study shows emerging markets will generate 60% of new online spending over the next decade — most of it from consumers without a credit card

SINGAPORE – Media OutReach Newswire – 21 October 2026 – Asia is projected to add 702 million middle-class adults between 2026 and 2036, three-quarters of all middle-class growth in emerging markets, according to a new study from World Data Lab (WDL) and EBANX, a global technology company specializing in payment services for emerging markets.

Emerging markets will add USD 8.7T in online spending by 2036
Emerging markets will add USD 8.7T in online spending by 2036

But this new consumer class will not shop the same way developed-market consumers do: by 2036, only 20% of adults in emerging markets will hold a credit card, against 66% in developed markets.

Global online spending is projected to grow from USD 11 trillion in 2026 to USD 25.6 trillion in 2036. Emerging markets add USD 8.7 trillion of that increase (60% of all new online spending), with China (USD +4.7 trillion) and India (USD +1.3 trillion) leading this growth. Indonesia (USD +243 billion), Brazil (USD +249 billion) and Mexico (USD +191 billion) form the next tier.

The categories matter as much as the markets. Online gaming spending in emerging markets grows 14% a year over the decade, the fastest of any category, and SaaS nearly 10%. Emerging markets will generate 76% of global growth in social media spending and 64% in SaaS.

The demographic picture challenges a common assumption. Consumers aged 45 and over account for 51% of emerging markets’ online spending growth through 2036, and spending by those aged 65 and over grows 12% a year, faster than any other age group.

The outlook was discussed during “Navigating Payments: How innovation and fragmentation are changing the game for e-commerce,” a webinar co-hosted by World Data Lab (WDL) and EBANX.

“Over the next ten years, people aged 45 and over will add USD 4.4 trillion in online spending in emerging markets, half of all the growth. Some of them already shop on their phones and will keep doing so as they get older. Others will buy online for the first time in their fifties or sixties. Merchants who build their checkout only for a 25-year-old will miss both groups,” explained Wolfgang Fengler, CEO of WDL.

The study models consumer spending, demographics, and financial access across 184 countries to 2036, drawing on the World Bank’s Global Findex and WDL’s consumer models, combined with EBANX’s experience processing payments for global merchants in emerging markets since 2012.

“If your checkout only takes credit cards, you are competing for one in five adults in emerging markets and conceding the other four”, said Marie-Elise Droga, Chief Revenue Officer of EBANX. “The merchants growing fastest with us didn’t wait for cards to arrive: they added the payment rails their customers already use, and they’re taking new buyers, bigger baskets and recurring revenue that card-only competitors can’t even see.”

834 million new online buyers, 281 million new credit cards

Between 2026 and 2036, the global economy will add 834 million online buyers but only 281 million credit card holders—a ratio of nearly three to one. In emerging markets, two in three new online buyers (67%) will arrive without a credit card. Adults without it already account for 55% of online spending in emerging markets, a share that rises to 90% in India and 93% in Sub-Saharan Africa. Credit cardless adults also represent 52% to 59% of spending in every digital category, from gaming and SaaS to streaming and travel.

Digital payment use is also running ahead of online shopping. Of the 2.6 billion emerging-market adults spending between USD 6 and USD 25 a day, 70% already pay merchants digitally while only 33% buy online, leaving at least 957 million digitally active consumers who are not yet online buyers. Many hold a bank account or mobile wallet but no card that works at an international checkout.

“This is closely tied to the innovation that came out of the financial industry in emerging markets, which developed solutions for an increasingly mobile economy and for the habits of local consumers. Today, we call them local payment methods, or LPMs, and they allowed e-commerce growth to decouple from the credit card, which still has very low penetration in these countries,” said Estelita Hass, head of Market Intelligence at EBANX.

Subscriptions are the next frontier — and India shows why

Recurring categories such as streaming, SaaS and online education will reach USD 2.1 trillion a year in emerging markets by 2036, with USD 1.1 trillion coming from adults without a credit card. In India, 82% of recurring online spending will be cardless. Account-based recurring rails are beginning to close that gap: a global SaaS company saw a 20% uplift in new subscribers after adding UPI at checkout in India, and cybersecurity company Nord Security now generates 28% of its revenue in Brazil through Pix Automático, Brazil’s recurring instant payment, six months after launching it with EBANX.

By Nantoo Banerjee The long-drawn Ukraine-Russia war seems to be turning out to become the world’s largest and most expensive proxy war in the modern era, in which the European Union and the United Kingdom have so far spent nearly $300 billion on Ukraine to tame Russia. The Syrian civil war since 2011 may be […]

The article The UK, EU Spent Billions On Ukraine To Proxy-Fight Russia appeared first on Latest India news, analysis and reports on Newspack by India Press Agency).

China’s state-linked equity funds attracted their largest weekly inflows since the April 2025 trade-war sell-off, signalling intensified efforts to support a stock market battered by persistent selling.

Nine exchange-traded funds widely associated with the country’s so-called national team recorded combined net inflows of 128.7 billion yuan ($19 billion) during the week ending 23 October. The total was the highest since nearly 140 billion yuan entered the same closely watched group during the tariff-driven market turmoil 18 months earlier.

The surge followed a punishing decline in mainland shares that pushed the CSI 300 benchmark into bear-market territory, conventionally defined as a fall of at least 20% from a previous peak. Investors have been monitoring large purchases of index-tracking funds for indications that state-backed institutions are seeking to contain further losses.

The figures measure money entering funds favoured by official investors rather than confirmed purchases by government-controlled entities. No public announcement has established how much of last week’s inflows came directly from the state, making the scale of official intervention difficult to determine precisely.

Central Huijin Investment, a unit of sovereign wealth fund China Investment Corporation, is among the principal institutions associated with market stabilisation. Its investment activity has become an important signal for traders attempting to assess Beijing’s willingness to support share prices during periods of intense volatility.

The latest inflows were concentrated in exchange-traded products offering exposure to broad mainland equity benchmarks. Such vehicles enable institutions to acquire diversified holdings quickly, directing demand towards major listed companies without having to purchase individual shares separately.

Thursday’s trading illustrated the pressure facing authorities. The CSI 300 fell into a bear market as persistent selling overwhelmed earlier signs of institutional support. Funds favoured by state investors attracted approximately 46 billion yuan that day, highlighting the contrast between substantial new subscriptions and continuing weakness in underlying shares.

Friday brought a partial reversal. The CSI 300 finished 1.7% higher at 4,105.33 after falling by as much as 2% during the session. The recovery coincided with unusually active trading in several large index funds, although trading patterns alone cannot identify the buyers responsible.

One CSI 300 exchange-traded fund managed by E Fund Management registered turnover of about 19.5 billion yuan on Friday, its busiest session since October 2024. Heavy turnover can reflect purchases and sales by multiple participants and does not, by itself, establish the size of net state investment.

The rebound provided relief after a prolonged retreat that had already tested confidence in official market-support measures. The benchmark had endured a record sequence of weekly declines, leaving investors focused on whether additional institutional demand could interrupt the selling pressure.

Analysts at China Securities, including Yao Ziwei, had previously identified large subscriptions to leading broad-market funds and heavier activity towards the close of trading as characteristics consistent with institutional buying against the prevailing market trend. Their observations did not amount to confirmation of individual investors’ identities.

The scale of potential support has also attracted attention. Analysts including Rebecca Sin estimated that Central Huijin raised approximately $231 billion through exchange-traded fund sales during the first half of 2026 and redeployed about $43 billion after purchases resumed in July. Their calculations suggested considerable remaining capacity, although available resources do not guarantee further buying.

Those estimates underscore the distinction between market intervention and a sustained recovery. Purchases can provide immediate demand for shares, but their effect depends partly on whether other investors become willing to hold equities without continued institutional assistance.

The comparison with April 2025 is significant because that episode followed sweeping American tariff announcements that triggered sharp market losses. Authorities subsequently introduced measures intended to stabilise trading and confidence. Last week’s inflows approached the scale seen during that earlier emergency, despite the different circumstances surrounding the latest decline.

The nine-fund basket represents only part of China’s exchange-traded fund market. Subscription figures can vary depending on the funds selected, the valuation method and the period measured, while changes in units outstanding cannot establish the identity of the ultimate purchaser.

Mainland exchange-traded funds are listed securities whose prices fluctuate throughout the trading day. Their creation and redemption mechanisms allow authorised institutions to adjust the number of units outstanding as investor demand changes. These mechanisms can produce substantial changes in reported fund flows even when trading activity involves different categories of institutional and individual market participants.

  • New report sets out a method the industry can use to put a financial value on climate resilience
  • The Westbund Central case study shows that its resilience measures are expected to keep storm-surge and rainfall-flood losses in 2050 below the losses an unprotected building would face today

HONG KONG SAR – Media OutReach Newswire – 23 October 2026 – Hongkong Land Holdings Limited (“Hongkong Land”) today published Building Value That Lasts: Quantifying the Return on Climate Resilience in Real Estate. The report developed with Marsh puts a financial value on designing buildings for a changing climate. Its case study is Westbund Central, Hongkong Land’s mixed-use waterfront development of approximately 1.7 million sq. m. on Shanghai’s Huangpu River.

(From left to right) From left: Michael Long, Head of Group Sustainability, Hongkong Land; Stuart Grant, Chief Executive of Westbund Central, Hongkong Land; Swenja Surminski, Managing Director of Climate and Sustainability, Marsh; and Michael Li, Chairman and President, Marsh Risk China.

The report finds that the development’s resilience measures cut expected storm-surge losses by 84% and rainfall-flood losses by 88% under today’s conditions. Westbund Central’s resilience measures are expected to keep storm-surge and rainfall-flood losses in 2050 below the losses an unprotected building would face today.

Closing the resilience valuation gap

Climate risk now shapes how real estate is assessed, financed and insured. Almost every climate related disclosure acknowledges the need for adaptation, yet fewer than one in ten puts a number on it. Hongkong Land and Marsh set out to close that gap together by treating resilience as an investment with a measurable return, not a cost to be absorbed.

Resilience pays, and the reductions are large

Working with global leading insurance broker and risk advisor Marsh, Hongkong Land modelled the average annual loss (AAL) at Westbund Central from storm surge, rainfall flooding and wind. AAL is the expected yearly cost of physical damage. The modelling compared climate risks today and in 2050 for buildings with and without resilience measures beyond those required by building codes. It assumed a future in which global greenhouse-gas emissions remain high.

Without the development’s enhanced resilience measures, expected storm-surge losses would more than double and wind losses would more than triple by 2050. The measures reduce expected losses as follows:

  • storm-surge losses fall by 84%, both today and in 2050
  • rainfall-flood losses fall by 88% today and 79% in 2050
  • wind losses fall by 36% today and 31% in 2050

Built for the climate of 2050

Westbund Central was engineered for projected climate conditions in 2050, rather than historical conditions. These measures significantly reduce the impact of increasing climate risk:

  • Storm surge: with Westbund Central’s resilience measures in place, average annual losses in 2050 are projected at 0.12%, compared with 0.38% for a building without these measures today.
  • Rainfall flooding: with the resilience measures in place, average annual losses in 2050 are projected at 0.05%, compared with 0.19% for a building without these measures today.

Insurers are raising premiums, tightening terms and withdrawing cover from exposed locations. In that market, a lower and more stable loss profile matters.

Westbund Centrals resilience features include:

  • 23% more drainage capacity, protecting against a 1-in-100-year rainfall event
  • Grade 1 waterproofed basements and the elevation of critical equipment
  • A “Sponge City” network of more than 12 features designed to capture and store stormwater, with capacity exceeding 2,000 m³

The figures are conservative. They count physical damage only and exclude extreme heat, the fastest-growing hazard at the site, which the development manages through design and operations.

Michael T. Smith, Group Chief Executive of Hongkong Land, said: “Climate change is a significant force reshaping real estate. At Westbund Central, climate resilience is core to all that we do because we believe resilience and commercial performance reinforce each other. This report shows the return on that investment can be measured today, with tools that already exist. The industry no longer has any excuse not to.”

Stuart Grant, Chief Executive of Westbund Central, said: “A premium destination is a seamless one. Much of the resilience work at Westbund Central is deliberately invisible to the tenants and visitors who use it every day. Its value shows in the disruption that never reaches them. Keeping the precinct open, comfortable and trading regardless of weather conditions is how resilience facilitates commercial performance.”

Michael Li, Chairman and President of Marsh Risk China, said: “Climate risk is now a balance-sheet risk. Westbund Central shows that adaptation pays back through lower loss exposure and stronger access to capital. As a risk orchestrator, Marsh matches protection needs to capital flows, helping clients quantify resilience and close the valuation gap.”

A method for the industry

The report is offered as a method others can apply, not just as an account of one development. It traces how climate risk can be assessed from site selection through to operations and linked to financial outcomes. It calls on the industry to:

  • quantify early, at site selection and design, when action is most cost-effective
  • bring insurers and lenders in from the start
  • build a shared standard so resilience can be benchmarked across assets, as carbon already is

HONG KONG SAR – Media OutReach Newswire – 22 October 2026 – Finance leaders and representatives of international organisations attended the APEC (Asia-Pacific Economic Cooperation) Finance Ministers’ Meeting (FMM) 2026, successfully held in Hong Kong for the first time (October 20-21). Participants engaged in in-depth exchanges on issues concerning regional financial and economic development.

Yesterday (October 21), the FMM issued the 2026 APEC Finance Ministers’ Joint Statement, reaffirming the commitment to building an open, dynamic, resilient, and peaceful Asia-Pacific community by 2040 for the prosperity of all our people and future generations.

Minister of Finance and chair of the 2026 FMM, Lan Fo’an, said that all parties should firmly implement the consensus reached at the APEC Economic Leaders’ Meeting, uphold multilateralism, and deepen practical co-operation in fiscal and financial affairs, with a view to contributing to regional economic and financial stability and long-term sustainable growth.

Earlier, John Lee, Chief Executive of the Hong Kong Special Administrative Region (HKSAR) Government, welcomed participants to the FMM.

“This is a historic occasion for Hong Kong. The APEC Finance Ministers’ Meeting – part of APEC China 2026 – is taking place in our city for the very first time. We are honoured to support this significant international event, which brings together the member economies of the Asia-Pacific Economic Cooperation, representing some three billion people and accounting for over 60 per cent of global GDP,” Mr Lee said.

“Under the unique ‘one country, two systems’ principle, Hong Kong enjoys both the China advantage and the global advantage. We are the only common law jurisdiction in China, our country, and have a legal and regulatory regime similar to most of the world’s top financial hubs.”

Speaking during the discussion sessions, Paul Chan, Financial Secretary of the HKSAR, said that amid geopolitical tensions and uncertainties over trade policies, Asia-Pacific economies should strengthen co-operation to maintain the smooth flow of trade and investment, while guarding against financial risks and nurturing long-term growth drivers.

He said that Hong Kong would leverage its unique advantages under the “one country, two systems” principle, and make full use of its diverse financing channels and professional services as an international financial centre to serve as a “super connector” and “super value-adder”.

“Regionally, we need open channels for trade and investment, not new barriers. Connected markets allow capital to reach productive uses and technologies be adopted across borders,” Mr Chan said during a plenary session on Global and Regional Economic and Financial Outlook (October 20).

“Our collective task is to safeguard stability while strengthening the foundations for lasting prosperity. Hong Kong, China stands ready to work with fellow economies to seize opportunities, manage risks and support more resilient, sustainable and inclusive growth across the Asia Pacific.”

The Hong Kong Monetary Authority and the APEC Business Advisory Council (ABAC) held two thematic seminars (October 20) on “Fostering a digitalised, inclusive and sustainable supply chain ecosystem through finance” and “Mobilising capital for nature: scaling finance and regional cooperation across APEC” respectively.

In his welcoming remarks at the seminars, Christopher Hui, Secretary for Financial Services and the Treasury of the HKSAR, said: “In an era of profound economic transformation and evolving global challenges, prosperity will not be secured by any economy acting alone. It will be built through partnership, innovation and resilience. I am therefore delighted that this seminar brings together regulators, business leaders and experts from across the Asia-Pacific region for meaningful exchanges on how we can unlock new opportunities, strengthen financial resilience, and drive sustainable growth for all.”

Following the conclusion of the FMM, Mr Lee and other officials met Mr Lan at Government House to exchange views on economic and financial development of the Chinese Mainland and Hong Kong. Mr Lee expressed his heartfelt gratitude to the country for its trust in and support for Hong Kong, as well as its strong affirmation of Hong Kong’s status as an international financial centre.

During the FMM, a diverse range of tours and visits were arranged for members of delegations from participating economies and international organisations to enjoy the city’s cultural heritage and unique charm as an international metropolis.

The itineraries included visits to the Peak, Hong Kong Museum of Art, Hong Kong Palace Museum, Xiqu Centre, Chinese Culinary Institute and Ocean Park as well as a boat tour to enjoy the renowned views of Victoria Harbour.

Ras Al Khaimah’s Ruler, Sheikh Saud bin Saqr Al Qasimi, has inaugurated the emirate’s first business consultancy in China, establishing a permanent commercial presence in Guangzhou, the capital of Guangdong province.

The opening on Wednesday marks a further step in the emirate’s efforts to develop trade and investment links with southern China. The office is intended to connect companies in Guangdong with opportunities in Ras Al Khaimah and provide a continuing point of contact for prospective business partners.

Sheikh Saud, a member of the UAE Supreme Council, inaugurated the facility during a working visit to China scheduled to continue until Friday. The programme includes discussions with provincial officials, meetings with corporate executives and engagements in Guangdong and Fujian.

The consultancy follows a cooperation agreement signed by Ras Al Khaimah and Guangdong in November 2024. That agreement identified the digital economy, technological innovation, advanced manufacturing, smart cities, culture and tourism as areas for collaboration.

The new Guangzhou presence gives the emirate a local platform through which to pursue those priorities beyond individual official visits and business delegations. Its establishment also provides Chinese enterprises with a designated channel for exploring commercial relationships with Ras Al Khaimah.

The opening comes as the emirate seeks to translate institutional agreements into direct contacts between companies and public agencies. Guangdong is a particularly significant partner because of its concentration of manufacturing, technology and export-oriented businesses.

The Ruler’s China itinerary began with his arrival in Shenzhen on October 17, accompanied by senior officials and representatives of Ras Al Khaimah government entities. UAE Ambassador to China Hussain bin Ibrahim Al Hammadi and UAE Consul General in Guangzhou Maryam Al Shamsi were among those who welcomed him.

A principal engagement of the visit was the Ras Al Khaimah–China Business Summit in Shenzhen, where the emirate presented investment opportunities to Chinese business leaders. The meetings form part of a broader effort to identify potential partners and encourage companies to examine the emirate as a base for operations and investment.

Officials have indicated that more than 400 Chinese companies operate in Ras Al Khaimah. The existing corporate presence offers a foundation for further commercial engagement, although the opening of the consultancy does not itself establish new investment commitments or completed transactions.

The emirate’s economic outreach also involves Ras Al Khaimah Economic Zone, which has previously organised business missions to China and pursued cooperation with Chinese enterprises. The economic zone has promoted opportunities for manufacturing and industrial projects, alongside other commercial activities.

During the current visit, Sheikh Saud has also met representatives of Chinese technology businesses. A visit to Guangzhou included an engagement with ARIDGE, a company developing advanced air mobility vehicles, as cooperation on emerging transport technology attracted attention from both sides.

The company presented an aircraft intended for testing within the UAE’s advanced air mobility regulatory environment. Its founder, Zhao Deli, described plans to begin with demonstrations and certification before pursuing potential commercial applications, including emergency services and tourism. Those plans remain subject to testing and regulatory requirements.

The wider commercial initiative is being pursued alongside government-to-government engagement. The distinction matters because cooperation agreements can establish areas of common interest without specifying individual projects, financing or delivery schedules. The consultancy is therefore expected to act as a practical point of contact rather than a substitute for negotiations between investors, regulators and commercial partners. Details of its staffing, operating budget and arrangements for assisting individual businesses have not been publicly specified.

The Guangzhou opening builds on contacts developed during Sheikh Saud’s two visits to China in 2024. The November agreement with Guangdong has subsequently been followed by cooperation involving institutions in education, transport, research, culture and archaeology.

Entities identified in that cooperation include the Ras Al Khaimah Transport Authority, the Sheikh Saud bin Saqr Al Qasimi Foundation for Policy Research, RAK Medical and Health Sciences University and the emirate’s Department of Antiquities and Museums.

Guangdong’s industrial base encompasses electronics, vehicles, pharmaceuticals and other manufacturing activities. Its size and commercial networks make it an important destination for international investment promotion, although specific outcomes from the new consultancy will depend on subsequent business engagement.

Sheikh Saud is also scheduled to visit Fuzhou, the capital of Fujian province, where an agreement establishing friendly relations between Ras Al Khaimah and Fujian is planned. The visit is due to conclude on October 23.

Alibaba Group Holding Ltd shares plunged nearly 6% in Hong Kong on Thursday, leading a technology sector selloff after China’s market regulator demanded stronger product quality controls and consumer protection measures across major ecommerce platforms.

The company’s stock fell to HK$97.55 during morning trading, marking its steepest intraday decline in two months. Investors reacted to indications that Beijing could intensify scrutiny of online marketplaces, potentially increasing compliance costs for Alibaba and its competitors.

China’s State Administration for Market Regulation disclosed on Wednesday that it had convened a meeting in Beijing with representatives of leading digital commerce businesses to discuss improving product standards, strengthening consumer safeguards and addressing shortcomings in platform governance.

Shares of JD. com dropped approximately 4.7%, while Kuaishou declined more than 4%. Other technology companies, including Tencent, Meituan, Xiaomi and NetEase, also suffered losses as selling spread across the sector.

Hong Kong’s Hang Seng Index declined nearly 3%, touching a three-month low, while the Hang Seng Tech Index dropped more than 4%, reaching its weakest level since September 2024. The technology benchmark has lost more than 30% this year.

The regulatory announcement focused on persistent problems involving counterfeit merchandise, misleading advertising and products failing to match descriptions provided by online sellers. Authorities identified livestream shopping, instant retail services and social commerce as areas where product safety risks have become increasingly complex.

The regulator said platforms must strengthen their responsibilities as gatekeepers, establish comprehensive quality management systems and improve supervision throughout commercial supply chains. Companies were instructed to align their practices with existing regulatory guidance and the government’s 2026 quality improvement priorities.

Officials also emphasised greater transparency, improved aftersales services and more effective mechanisms for resolving consumer complaints. The measures seek to strengthen accountability among platform operators without necessarily introducing an entirely new regulatory framework.

Representatives from Alibaba’s Taobao and Tmall businesses attended the meeting alongside JD. com, Pinduoduo, Xiaohongshu, Kuaishou, Douyin, Vipshop and other online trading platforms.

The gathering followed guidance issued last year by ten government departments, including the market regulator, the Cyberspace Administration of China and the Ministry of Industry and Information Technology, concerning product and service standards across digital marketplaces.

Authorities acknowledged that companies had implemented improvements under those guidelines but said substantial challenges remained. Emerging business models were creating additional difficulties for regulators attempting to identify unsafe products, deceptive marketing and inadequate consumer safeguards.

For Alibaba, the renewed regulatory emphasis directly affects its domestic commerce operations, particularly Taobao and Tmall, which connect merchants with consumers across China’s vast online retail market.

Stricter monitoring requirements could oblige marketplace operators to devote additional resources to merchant verification, product inspections, complaint handling and supply chain oversight. The financial implications will depend on how existing requirements are implemented and enforced.

The announcement did not disclose fresh financial penalties against Alibaba or establish a timetable for additional enforcement measures. The market reaction therefore reflected concerns about possible regulatory consequences rather than confirmation of sanctions against the company.

Broader investor caution compounded the selling pressure. Mainland investors had reduced their exposure to Hong Kong equities during the preceding trading session, while technology valuations remained under pressure amid questions surrounding substantial expenditure on artificial intelligence infrastructure.

Alibaba has committed significant capital to expanding its computing capacity and artificial intelligence operations, making investor assessments of profitability and spending particularly important alongside regulatory developments.

The company completed an HK$80 billion share placement in August, allocating approximately 60% of net proceeds towards expanding global computing infrastructure and the remainder towards hyperscale artificial intelligence data centres and upgrades to cloud systems.

That financing underlined Alibaba’s commitment to technological investment even as its established ecommerce businesses face heightened expectations concerning operational standards and consumer safeguards.

The regulator also encouraged companies to use commercial data to improve product quality among suppliers, linking information gathered through online transactions with manufacturing improvements and better supply chain coordination.

Another proposal involved developing and publishing platform quality governance indices, intended to provide consumers with clearer information about standards maintained by different marketplaces.

Officials urged participating companies to strengthen cooperation with regulators and other stakeholders while making information about products and services more transparent.

The meeting included discussions of the ISO 9001 quality management framework and methods for businesses to assess their own governance arrangements. Platform representatives exchanged views on implementing quality improvements and addressing weaknesses identified by the authorities across online trading activities.

DeepSeek has released the source code for DeepInfer, the inference framework underpinning its artificial intelligence services, giving developers access to key software used to operate its models at scale. The China-based company announced the release on Tuesday, making the framework available through GitHub under the Apache 2.0 licence. Its initial public version supports DeepSeek-V4.1-Flash and includes software for processing requests, coordinating computing resources and generating responses. The […]
